Who are the best leaders in Civ 7?
The best leader for you is the one whose strengths support what you want to accomplish: economic growth, military strength, science, culture, or another goal. Civilization VII leaders are associated with six attributes: Cultural, Diplomatic, Economic, Expansionist, Militaristic, and Scientific. A September 2026 strategy guide argues that those strengths should be assessed alongside the Age in which they compound, rather than treated as a timeless ranking. Switchblade Gaming’s September 15, 2026 guide also notes that published leader rankings disagree.
Tecumseh is one example of a leader that a ranking favors: Epoch Almanac placed him among its top leaders in a list scoped through July 2026, citing benefits that scale with city-state suzerainty. That makes the pick more dependent on city-state conditions than a recommendation that does not rely on them. It is one publisher’s editorial assessment, not an official ranking or proof that Tecumseh is best for every player. Epoch Almanac’s 2026 tier list describes its placements as editorial judgment and says its ability details were checked against official individual leader pages.
What is the best civilization to pick in Civilization 7?
Pick civilizations as part of a campaign-wide plan. A civilization that supports your strategy in one Age may not sustain the same advantage later, so compare each transition rather than judging the starting civilization alone. The September 2026 guide offers the following strategy paths as examples; they are recommendations from that guide, not established optimal routes or independently verified current-availability lists.

Your map, access to relevant conditions such as city-state suzerainty, and personal preferences can change which route makes sense.
How to choose a leader-and-civilization combination
- Choose your goal. Decide whether you most want to develop an economy, build military strength, pursue science, grow culture, or follow another approach.
- Match the leader to that goal. Consider the leader’s relevant attributes and what must happen for their bonuses to matter. For example, Tecumseh’s cited scaling with city-state suzerainty makes that condition part of the choice.
- Plan beyond the opening Age. Look at the civilizations available to your campaign across its Ages and whether their strengths continue to support your plan. An early advantage alone does not establish a strong full-campaign sequence.
- Recheck the current game state. Confirm current abilities, available content, and balance changes before relying on a precise ranking or route.
Why rankings and recommendations can change
Balance changes can affect the value of a leader or civilization. Official Civilization VII patch notes published June 23, 2025 and updated July 8, 2026 describe changes involving Isabella and the Inca, as well as options that can alter how a campaign is played. A tier list should therefore be read with its date and scope in mind.

Roster claims also need a date and source. PC Gamer reported on May 17, 2026 that Alexander the Great was added with the Test of Time update and described military and Wonder-related bonuses. That report establishes the leader’s relevance at that point, but it is not a live roster or marketplace listing. PC Gamer’s report should not be treated as confirmation of every current platform or edition’s content.
As of October 8, 2026, the Firaxis homepage displayed notice of a forthcoming 1.5.0 developer update but did not provide its changes. The complete balance state for that date therefore cannot be certified from that notice. Check the official Firaxis homepage and current patch notes for updates before treating any tier placement as current.

Which leader and civ should you choose?
Choose the leader whose strengths fit your intended strategy, then select civilizations across the Ages that continue to support it. If you want an example to evaluate, compare the guide’s proposed sequence for your goal against your campaign’s available choices and the conditions each bonus needs. There is no evidence here for one universally best pick, so treat rankings as dated opinions and make the final choice around your own plan.
