Because enemies scale with your level, keep enough combat ability to handle fights when stealth fails; Bethesda recommends developing a mix of combat, magic, and stealth skills.
Choose a build by how you want to engage
There is no verified, universally strongest stealth build for every difficulty or stage of the remaster. These three archetypes are practical starting points: choose based on your preferred fighting distance, how much you value access and utility, and how well you can manage a direct fight if you are detected.

Stealth archer: ranged openings with a fallback
Prioritize Sneak and Marksman, use Light Armor for a stealth-oriented equipment profile, and develop Blade so you have a close-range option when an enemy reaches you. The bow lets you begin an encounter at a distance and reposition if the situation changes.
Do not plan around guaranteed one-shot kills. The available sources do not establish current remaster damage multipliers or performance at high levels. A published Assassin class guide includes Marksman, Sneak, and Light Armor among its skills, and a community build guide describes a similar stealth skill package: GameSpot’s class guide and a Steam Community build guide.

Blade assassin: close attacks without relying on distance
Use Sneak to approach and Blade for close attacks. Retain Marksman if you want a ranged opening before closing the gap. Security is a useful optional choice if picking locks and gaining access are part of your character concept; Illusion is another optional addition if you want magic available. Neither is required for the build.
GameSpot’s Assassin class discussion lists Sneak, Acrobatics, Light Armor, Marksman, Alchemy, Blade, and Security. Treat that as a reference for possible skill choices, not a mandatory checklist or proof of an optimal remaster setup: GameSpot’s class guide.

Thief and infiltrator: access and avoidance first
Favor Sneak, Security, and movement skills, then choose a weapon skill suited to the fights you expect. This approach puts more emphasis on getting in, avoiding detection, and opening routes than on maximizing damage. It still needs a way to deal with enemies when avoidance does not work.
Bethesda says Light and Heavy Armor perks can reduce the weight of armor worn. The official guidance does not quantify how armor weight affects detection in the remaster, so there is not enough evidence here to call a particular armor set mechanically best for sneaking. Plan for leveling and fights that break stealth
Oblivion Remastered redesigns leveling with inspiration from both Oblivion and Skyrim. Bethesda says using skills earns experience, characters level up after sleeping once they have earned experience, and each level-up allows increases to as many as three attributes. Up to five points can be assigned to a single attribute. Bethesda also warns that enemies scale with the player’s level and recommends improving a mix of combat, magic, and stealth skills.
For a stealth character, that warning makes a dependable fallback important. Do not invest only in avoiding enemies: keep a weapon skill capable of handling a direct encounter, and consider whether your chosen archetype leaves room for the magic or other combat skills you want. What not to assume about stealth mechanics
The original Oblivion PC manual says a Master Sneak attack against an unaware opponent ignores armor rating. That is documentation for the original game, not confirmation that the exact rule carries over unchanged to Oblivion Remastered. Bethesda explicitly describes the remaster’s leveling as redesigned, so do not use the manual rule as a verified current damage calculation. The manual is available here.
