Who had to buy the expansion separately?

How to start Shattered Space
Players first had to complete the opening main-quest mission, “One Small Step.” After that, the first qualifying grav-jump would trigger a distress call and introduce the star station The Oracle. Completing the mission was the stated entry point; Bethesda did not describe level 35 as a prerequisite.
What level did Bethesda recommend?
Bethesda recommended reaching level 35 for the best experience. That is guidance, not a stated unlock requirement: the guide ties access to completing “One Small Step” and then making a qualifying grav-jump.

Xbox display advice
For Xbox Series X|S, Bethesda recommended a variable refresh rate (VRR) display running at 120 Hz for the best experience and advised players to check that the console was configured to use it. The guide presents this as a recommendation, not a requirement to play.

The 2024 launch guidance covered Xbox Series X|S and PC. Bethesda’s March 2026 PS5 announcement later listed physical and digital Premium Editions containing the base game and Shattered Space; it also said the Premium Upgrade is digital only. The announced Premium Edition bundle includes Starfield, the Terran Armada and Shattered Space story content, 1,000 Creation Credits, the Constellation Skin Pack, and access to the digital artbook and soundtrack.
