bi.dll is a genuine Microsoft Windows system DLL called Background Broker Infrastructure Client Library. If Windows says bi.dll is missing or was not found, repair the Windows component rather than downloading a replacement from a random DLL website.
What bi.dll does
bi.dll belongs to Windows background-task and application-broker infrastructure. It is not part of Visual C++, DirectX, .NET, a graphics driver, or a particular game.
The normal native location is:
%SystemRoot%System32bi.dll
The Windows component store can also contain copies under WinSxS. On 64-bit Windows, System32 contains native 64-bit system files. A 32-bit process uses the 32-bit system view through WOW64, commonly associated with SysWOW64. Do not move files between these folders manually.
Microsoft describes the related Background Tasks Infrastructure Service as controlling which background tasks can run. That supports bi.dll’s role as a Windows infrastructure component, although Microsoft does not provide a consumer-facing product page for the DLL.

Before changing anything
Do not download bi.dll from a DLL archive or copy a file supplied by another computer. A replacement may have the wrong Windows build, architecture, dependencies, or malicious content. It may also hide the real problem: damaged Windows servicing files, an incomplete update, or antivirus quarantine.
If the error appeared in a game or application, that program may simply be the first process to call a Windows function that depends on bi.dll. Reinstalling the game is not automatically the right first step.
Fix 1: Install Windows updates and restart
Time needed: 10–30 minutes, excluding download time
A pending or incomplete Windows update can leave system components mismatched.
- Open Start → Settings.
- Select Windows Update.
- On Windows 10, select Update & Security → Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not insist on restarting.
- Open the program that produced the
bi.dllmessage.
If the error remains, continue with the repair commands below. Do not skip the restart, because pending component changes may not become active until Windows starts again.
Fix 2: Repair Windows with DISM and SFC
Time needed: 15–45 minutes
Microsoft recommends running Deployment Image Servicing and Management, or DISM, before System File Checker. DISM repairs the component source that SFC uses.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Leave the window open if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program again.
SFC may report that it found and repaired corrupted files. That is a good result, but you should still restart before testing.

If SFC reports that it could not repair some files, run the DISM command again, restart, and run sfc /scannow once more. You can also target the expected file directly:

If DISM cannot obtain repair files through Windows Update, use a genuine Windows installation source matching your installed edition, build, and architecture:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the actual path to the matching Windows source. Do not use a source from a different Windows release or architecture.
If repeatedly hunting for the right repair sequence is the problem, Outbyte PC Repair can show a scan of issues that may be contributing to system-file errors; the scan is available before any repair, while repair actions require the full version. It is optional, and DISM/SFC or Windows recovery remain the appropriate Microsoft repair paths.
Fix 3: Check Windows Security quarantine
Time needed: 5–15 minutes
Microsoft Defender or another antivirus product may have quarantined a genuine file, or it may have detected a suspicious file using the same name.

- Select Virus & threat protection.
- Click Protection history.
- Look for an event involving
bi.dll. - Expand the event and inspect:
- The complete file path
- The detection name
- The action taken
- Whether the file was in a Windows system directory
- Do not restore the file merely because its name is
bi.dll.
Before restoring anything, check that the file is in a normal Windows or component-store location and that its properties identify Microsoft as the publisher. If the file is outside those locations, lacks a valid Microsoft signature, or has suspicious metadata, leave it quarantined and run a full scan.
For a suspicious installation, use Virus & threat protection → Scan options → Full scan. Microsoft Defender Offline is appropriate when you suspect persistent malware or tampering.
If a genuine Microsoft file was quarantined, restoring it may not be the best repair. DISM and SFC can restore a trusted copy from Windows servicing. If the detection appears incorrect, submit the file and detection details to the security vendor rather than repeatedly disabling protection.

Fix 4: Verify the file’s location and signature
Time needed: 5 minutes
If bi.dll appears to exist, verify that it is the correct file.

- Press Win+E to open File Explorer.
- Enter this path in the address bar:
%SystemRoot%System32
- Locate
bi.dll. - Right-click it and select Properties.
- Check the Digital Signatures tab, if present.
- Select the signature and click Details.
- Confirm that Windows reports the signature as valid and that the signer is Microsoft.
A normal Windows copy should be under the Windows directory or its component store. A copy in a downloads folder, temporary folder, game directory, or an unfamiliar application directory deserves investigation.
A valid-looking filename is not proof of authenticity. Malware can use the same name. Conversely, “the specified module could not be found” does not always mean that bi.dll itself is absent; a dependency may be missing instead.
Fix 5: Check the application without replacing Windows files
Time needed: 10–30 minutes
If only one program reports the error, check that program after completing Windows repair.
- Update the program using its built-in updater or the developer’s official installer.
- If it is a game launcher, use its Verify, Repair, or equivalent file-checking feature.
- Restart Windows after the repair.
- Test the application again.
A game’s verification feature can repair the game’s own files, but it cannot reliably repair a Windows system component. Do not place a downloaded bi.dll in the game folder just because the launcher displays the message.

- Press Win+R.
- Type:
rstrui.exe
- Press Enter.
- Choose a restore point from before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point and allow Windows to restart.
System Restore can roll back system files, registry settings, drivers, and installed programs without removing personal files. It does not replace a backup, and the restore point must predate the failure.
If the error began after a device-driver change, inspect the driver rather than treating it as the source of bi.dll.

- Expand the relevant category, such as Display adapters, Storage controllers, or Network adapters.
- Right-click the recently changed device and select Properties.
- Open the Driver tab.
- Use Roll Back Driver if Windows offers it and the timing matches the failure.
- Otherwise select Update Driver, or install a matching driver from the device manufacturer.
- Restart Windows.
Outbyte Driver Updater can scan for outdated drivers when identifying the affected device manually is difficult; the scan shows detected issues, while driver installation requires the full version. It is optional, and a driver update is not a substitute for repairing the Windows component with DISM and SFC.
Do not enable or disable random items in Windows Features for this error. bi.dll is not a .NET, DirectX, or Visual C++ runtime file, so toggling those features is unlikely to restore it.
Fix 7: Use Windows recovery or a repair reinstall
Time needed: 30 minutes to several hours
If DISM, SFC, Windows Update, and System Restore do not resolve the problem, the Windows installation may have broader damage.
- Back up important documents and confirm that you can access your recovery information.
- Open Settings → System → Recovery.
- Review the available recovery options.
- Prefer a repair reinstall or in-place upgrade that preserves personal files and applications when supported by your Windows version.
- Follow Microsoft’s installation instructions and use installation media matching the installed architecture and edition.
A clean installation should be a last resort because it removes applications and may remove personal data. Do not begin it without a verified backup.
What the error messages mean
These messages commonly point to different stages of the Windows loader:
- “bi.dll is missing from your computer”: Windows could not find the file in the locations searched.
- “The code execution cannot proceed because bi.dll was not found”: The calling program could not resolve the DLL.
- “The specified module could not be found”: The named DLL may be missing, or one of its dependencies may be missing.
- “Error loading bi.dll”: The loader could not initialize the file or its dependency chain.
- “Not designed to run on Windows” or “contains an error”: The file may be corrupt, incompatible with the installed architecture or build, or replaced with an invalid copy.
The wording alone does not identify the root cause.

FAQ
Should I install Visual C++ Redistributable, DirectX, or .NET?
No. bi.dll is a Windows background-infrastructure component, not one of those redistributable runtimes. Install a runtime only when the application specifically identifies that runtime as missing.
Does regsvr32 bi.dll fix this error?
No. Do not use:
regsvr32 bi.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. Ordinary Windows implementation DLLs generally are not repaired by registering them.
Does bi.dll belong in System32 or SysWOW64?
The native 64-bit copy belongs in System32 on 64-bit Windows. A 32-bit copy, when supplied by the matching Windows installation, belongs in the 32-bit system view associated with SysWOW64. Do not manually choose a folder based only on the error message.
Is bi.dll always safe because it is a Windows filename?
No. Verify the location and Microsoft digital signature. A malicious file can use the same name, particularly when it is stored outside the Windows directories.
Why does a game show the error?
The game may be the program that exposed a damaged Windows dependency. Verify the game’s own files after repairing Windows, but do not assume the game supplied bi.dll.
What if the file exists but Windows still reports an error?
Run DISM and SFC, verify the signature and architecture, and check whether a dependency is missing. If only one application fails, inspect its logs and Windows Reliability Monitor. A new local user profile can also show whether the failure is limited to one damaged profile, but it does not repair the DLL itself.
