bids45.dll is a Borland runtime library, not a Windows component. The safest fix is to identify the older application that needs it, then repair or reinstall that application from its original installer or trusted installation media.
What bids45.dll is
bids45.dll is associated with the BIDS Class Library, a Borland International library used by Borland C++ 4.0-era Windows software. It was normally distributed with an application rather than installed as part of Windows.

The filename alone cannot identify the exact program on your computer. Specialist, scientific, business, administration, and other legacy programs could redistribute the same Borland runtime files. Related files may include libraries such as BC450RTL.DLL, OWL250.DLL, BWCC.DLL, or application-specific DLLs.

That is why downloading an isolated copy of bids45.dll is usually the wrong first move. The affected program may require a particular build of several matching libraries, not just one file.

Is bids45.dll part of Windows
No. bids45.dll is not a normal Windows system DLL, Microsoft Visual C++ Redistributable file, DirectX component, .NET file, or modern device driver.
It should not normally be restored with Windows component repair commands, copied into a system directory, or registered with regsvr32. Its expected location is usually the directory containing the older application, unless that application’s installer specifies another location.
First, identify the application that needs the file
Before changing Windows, find the parent program.
Check the error window
The title bar or text around the error may identify the program. Write down the application name and the executable that Windows was trying to launch.

- Right-click the shortcut that produces the error.
- Select Properties.
- On the Shortcut tab, inspect Target.
- Note the program folder and executable name.
- Select Open File Location if that button is available.
If the shortcut points to an old program folder, that is the application whose installer should restore bids45.dll.
Check recently changed software
The error may begin after:
- Reinstalling the parent application
- Updating an old program or launcher
- Cleaning unused files from the disk
- Restoring an application from backup
- Antivirus quarantine
- Moving the application to another drive
- Installing Windows on a new computer
If several older programs are installed, do not assume they can share arbitrary DLL copies. Restore the file from the application that actually reports the error.
Fix 1: Repair or reinstall the parent application
This is the most likely successful fix.
Use an available repair option
- Press Windows key + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the application that fails.
- Select the three-dot menu beside it, if present.
- Choose Advanced options.
- Select Repair if Windows provides that option.
- Restart Windows and try the application again.
Some older programs do not appear in the modern Settings list. In that case:
- Press Windows key + R.
- Type
appwiz.cpl. - Press Enter.
- Select the affected program.
- Choose Change, Repair, or a similar maintenance option.
If the program has its own setup utility, run that installer and choose Repair or Modify.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsReinstall from original media
If repair is unavailable or fails:
- Back up the application’s documents and settings.
- Locate the original installer, installation disc, vendor-supplied archive, or organization-approved deployment package.
- Uninstall the affected application from Settings > Apps or Control Panel > Programs and Features.
- Restart Windows.
- Run the original installer.
- If possible, right-click the installer and choose Run as administrator.
- Complete the installation without moving its files afterward.
- Restart Windows again.
- Launch the program from its normal shortcut.
A successful installation should place bids45.dll and any related Borland libraries in the application’s expected directory. If the error changes to a different missing DLL, that usually means the original file was restored and another dependency is now being reported.
If the installer itself fails
An old setup program may require administrative rights or may itself be a 16-bit program. Try these steps:
- Right-click the installer.
- Select Properties.
- Open the Compatibility tab.
- Try Run this program in compatibility mode for an older Windows version.
- Enable Run this program as an administrator.
- Select Apply, then OK.
- Run the installer again.
Compatibility mode cannot make a 16-bit application run on 64-bit Windows, but it can help some 32-bit installers complete.
Do not mix bids45.dll from a different program or release with the installation. A same-named file can have a different build or dependency set.
Fix 2: Check Windows Security quarantine
Security software can remove or quarantine an old unsigned binary. This is especially possible after reinstalling an application or restoring files from old media.
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
bids45.dllor the parent application. - Expand the event and review its location and detection details.
- Restore the file only if it came from the legitimate installer or a verified backup and you trust the application.
- Repair or reinstall the complete application afterward.
- Run a full scan before continuing if the file appeared unexpectedly.
Do not turn off antivirus protection to install a DLL from an unknown source. If the detection is unclear, leave the file quarantined and obtain a clean copy from the original software provider or your organization’s software administrator.

If restoring the file makes the error disappear temporarily but it is quarantined again, stop launching the program until the detection has been reviewed. The issue may involve a damaged installer, a modified file, or another component in the application directory.
Fix 3: Check whether Windows can run the old application
A missing-DLL message does not always mean that copying the file will make the program usable. Many Borland C++ applications from this era were built for 16-bit Windows environments.
Microsoft states that 16-bit Windows applications are supported through NTVDM only on x86 editions of Windows. x64 and ARM editions cannot execute 16-bit x86 applications directly.
Check your Windows architecture
- Press Windows key + I.
- Select System.
- Select About.
- Look at System type.
The important distinction is:
- 32-bit Windows 10: Some 16-bit programs may run after NTVDM is enabled.
- 64-bit Windows 10: 16-bit Windows programs cannot run natively.
- 64-bit Windows 11: Normal Windows 11 installations cannot run 16-bit Windows programs directly.
- ARM Windows: 16-bit x86 applications are not supported directly.
A 32-bit application is different from a 16-bit application. Modern 64-bit Windows can generally run many 32-bit applications through its compatibility layer. That does not extend to Win16 programs.
Enable NTVDM on 32-bit Windows 10
If System type confirms that Windows 10 is 32-bit, open Command Prompt as administrator:
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM /online /enable-feature /all /featurename:NTVDM
- Restart Windows.
- Test the application again.
This applies only to 32-bit Windows 10. It does not add 16-bit support to 64-bit Windows 10, Windows 11, or ARM Windows.

Use a legacy environment when necessary
If the program is 16-bit and you are using 64-bit Windows, realistic options include:
- A supported 32-bit legacy Windows computer
- An appropriately configured virtual machine
- A compatible emulator
- A replacement release from the original vendor
- Migrating the data to a current application
If the program also depends on obsolete drivers, specialized hardware, or a 16-bit installer, restoring bids45.dll alone will not solve the complete compatibility problem.
Fix 4: Restore a trusted copy manually
Manual copying is acceptable only when you already have a trustworthy copy from the exact application.
Good sources include:
- The application’s original installer
- Original installation media
- A verified backup from a working installation of the same program and release
- An approved archive supplied by the software’s vendor or your organization
Copy the file to the application’s own directory first:
Quick wins for a faster PC:

bids45.dll. - Right-click it and select Copy.
- Open the folder containing the affected program’s executable.
- Right-click an empty area and select Paste.
- Approve administrator permission if Windows requests it.
- Launch the application.
Do not begin by copying it to C:WindowsSystem32 or C:WindowsSysWOW64.
Those directories are not interchangeable repair locations. SysWOW64 is associated with 32-bit Windows components on 64-bit Windows, but it is not a general-purpose location for Win16 libraries. Placing a legacy application DLL in a system directory can create conflicts and still will not make an unsupported executable run.
If the application documentation specifically requires a legacy Windows directory, follow that application’s documented installation procedure rather than guessing.

Fix 5: Reinstall the complete runtime set
If bids45.dll is present but the program still reports that it cannot load it, another dependency may be missing or incompatible.

Do not download individual files from unrelated sources or combine libraries from different Borland releases.
A “specified module could not be found” message can refer to a dependency required by bids45.dll, not necessarily the named file itself. The complete application installer is the best way to restore the expected set.
If the application worked on another old computer, compare:
- Windows architecture
- Application release
- Installation folder
- Complete set of runtime DLLs
- Required hardware or drivers
- Permissions and user account settings
Fix 6: Repair Windows components only when Windows itself is damaged
System File Checker and DISM are designed primarily for protected Windows components. They do not normally restore a third-party Borland runtime.
Use them if Windows has broader corruption, installation failures, or servicing problems.
Run DISM
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Restart Windows.
Run System File Checker
After restarting:
- Open Command Prompt as administrator again.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Retry the parent application.
If these commands report that Windows repaired files, test the application again. If they complete successfully but bids45.dll remains missing, reinstall the parent application. SFC and DISM are not a direct download or replacement service for this Borland DLL.
Manually running these checks can require waiting through long scans and interpreting servicing results. Outbyte PC Repair can scan for the underlying Windows issues and show what needs attention; its repair functions require the full version, and reinstalling the Borland application remains the definitive fix for this file.
Fix 7: Update drivers only when the application depends on old hardware
A standard driver update will not normally restore bids45.dll. However, an old application may also depend on a video adapter, printer, storage controller, USB device, or other hardware that has changed.
Use Device Manager as follows:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
- Test the application again.
If the problem began after a driver update:
- Open Device Manager.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Select Roll Back Driver if available.
- Restart Windows.
Use the hardware manufacturer’s official support channel for an older driver when Windows cannot find a suitable one. Avoid driver packages that do not identify the hardware or publisher.
Finding the right legacy driver manually can involve checking hardware IDs, Windows architecture, and several old package versions. Outbyte Driver Updater can scan and identify outdated drivers; installation of drivers is handled by the full version. It is not a substitute for restoring bids45.dll from the parent application’s installer.
Why regsvr32 usually does not apply
Do not register bids45.dll as a routine fix.
regsvr32 is intended for DLLs that provide a registration entry point such as DllRegisterServer, commonly used by COM or ActiveX components. bids45.dll is a runtime library dependency, not known to be a self-registering COM server. Its likely Win16 origin also makes modern regsvr32 inappropriate.
A command such as this is therefore unlikely to help:
regsvr32 bids45.dll
It may produce an error stating that the entry point was not found, or that the module is incompatible. That result does not mean the file needs to be downloaded again. Repair the parent application and resolve its Windows compatibility instead.

- Altered metadata
- Malware or other unwanted changes
- A location unsuitable for the parent application
It may also replace the error with a different load or compatibility message.
The safe source is the original installer, installation media, verified backup, or a legitimate archive supplied by the application’s vendor or administrator. There is no current Microsoft redistributable that installs bids45.dll, and Visual C++ Redistributables, DirectX, and .NET will not substitute for this Borland library.

What to do if reinstalling still fails
Work through these checks in order:
- Confirm that you are repairing the application named by the error.
- Check whether the installer actually created
bids45.dllin the application directory. - Run the application once as administrator to rule out an installation-permission problem.
- Check Windows Security Protection history.
- Reinstall related application components from the same installer.
- Check whether the program is 16-bit.
- Confirm that the Windows architecture can run that program.
- Check for required legacy hardware or drivers.
- Test the program in an appropriate virtual machine or older supported system.
- Contact the original vendor or replace the application if it has no compatible release.
If the message changes from “missing” to “not designed to run on Windows,” the file may now be present but incompatible, damaged, or being loaded by an executable that Windows cannot support.
System Restore is reasonable only if the program worked recently and a suitable restore point exists. It is not a replacement for reinstalling the application.
FAQ
Can I copy bids45.dll into System32?
Usually no. Copy it to the affected application’s directory from its original installer or a verified backup. System32 is not a universal location for third-party DLLs.
Should I copy it into SysWOW64 on 64-bit Windows?
No. SysWOW64 is not a general repair folder, and it will not provide Win16 support. A 16-bit application remains unsupported on x64 Windows even if the file is present.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallIs bids45.dll a 16-bit or 32-bit file?
Documented deployments place it in the Win16 generation of Borland libraries, although the exact binary can vary between legitimate redistributions. Treat the parent application as potentially 16-bit until its executable and system requirements are confirmed.
Can Windows 11 run the program if bids45.dll is restored?
Not necessarily. Normal 64-bit Windows 11 cannot directly run a 16-bit Windows application. You may need a virtual machine, emulator, older supported 32-bit Windows environment, or a replacement application.
Will Visual C++ Redistributable fix it?
No. bids45.dll is associated with Borland C++ runtime libraries, not Microsoft Visual C++ Redistributable packages.
Will SFC or DISM restore the file?
Normally no. They repair protected Windows components and may help with general Windows corruption, but the parent application’s installer should restore this third-party DLL.
Recommended Free Tools
Why does antivirus keep removing it?
Old application binaries may be unsigned or trigger a security detection. Review Protection history, scan the computer, and restore the file only when it came from trusted original software.
When is manual copying safe?
Only when the copy comes from the exact application’s original installer or a verified backup, belongs to the same release, and is placed where that application expects it.
What is the real fix on a 64-bit computer?
First restore the complete application. If it is a 32-bit application, it may run normally after repair. If it is a 16-bit application, use an appropriate legacy environment or replace it. A DLL copy cannot overcome unsupported processor architecture.
