The Warcraft Wiki’s Classic entry names Princess Theradras in Maraudon as the source. The available references do not substantiate a current Season of Discovery drop rate, so there is no reliable percentage to give. The source reference also does not confirm current live-server availability.

Is Blackstone Ring good in Season of Discovery?
It may be a useful option when its attack power, hit, and Stamina suit your character, but its value depends on class, specialization, role, phase, build, and the ring alternatives you have. The Blizzard forum’s Sunken Temple gearing checklist includes Blackstone Ring among ring options. That establishes its appearance in that checklist’s SoD gearing context—not a universal best-in-slot recommendation.
Compare it with alternatives for your specific character: weigh the value of 1% hit and +20 Attack Power against the other stats available on your competing rings. A Phase 1 Hunter guide, for example, discusses ring recommendations for that class and phase; it cannot establish the right choice for every class or later build.
