boost_signals-vc80-mt-p-1_33_1.dll is usually a missing or damaged game file, not a Windows component. The strongest documented association is with Cities XL 2011, Cities XL 2012, and Cities XL Platinum.
Start with this diagnostic checklist
Before changing Windows, record:
- Which program fails: Cities XL or another older application
- When the error appears: during launch, after an update, or after antivirus activity

- Right-click Cities XL.
- Select Properties.
- Open Installed Files.
- Select Verify integrity of game files.
- Wait for the process to finish.
- Start the game again from Steam.
If Steam reacquires boost_signals-vc80-mt-p-1_33_1.dll and the game launches, the original file was missing, corrupted, or removed.

Steam may report that some files failed validation because local configuration files can legitimately differ. The important result is whether the executable and required game DLLs were restored. If the same error returns, continue with the prerequisite repair below.
Fix 2: Repair or reinstall the original game
For a retail installation, use the original installer or the program’s repair option.
- Close the game and its launcher.
- Open Settings → Apps → Installed apps.

Fix 3: Install the bundled Visual C++ prerequisite
The Cities XL packages documented with this file include vcredist_x86.exe. This is important because the game is associated with a 32-bit build.
The Boost DLL itself is not the Visual C++ redistributable. The redistributable supplies Microsoft runtime components that the game or its DLL may require; it does not recreate a missing Boost library.
Run the game’s bundled installer
- Open the Cities XL installation folder.
- Search for
vcredist_x86.exe. - Right-click it and select Run as administrator.

Use Microsoft’s official VC++ 2005 package
The vc80 portion of the filename points to the Visual C++ 8.0 generation, associated with Visual Studio 2005. Microsoft provides the Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package MFC Security Update at its official Download Center page.
On that page:
- Download
vcredist_x86.exe. - Do not select the x64 or IA64 installer for this documented 32-bit game dependency.
- Right-click the downloaded installer.
- Select Run as administrator.
- Complete setup or choose repair if offered.
- Restart Windows.
- Test the game.
Installing the newest Visual C++ package alone usually does not replace the 2005 runtime. Microsoft documents these redistributable generations as side-by-side installations, so a modern Visual C++ package is not a substitute for the older vc80 generation. See Microsoft’s runtime version guidance.
If the Boost DLL itself is absent, the runtime installer will not restore it. Reverify or reinstall the game as well.
Fix 4: Check antivirus quarantine
Security software can remove or quarantine a game DLL. Treat this as a possibility, not proof that the file is malicious.

- Select Protection history.
- Look for an event involving the game installation.
- Confirm that the detection refers to the legitimate game folder.
- Do not restore the file if the game installer or installation source is untrusted.
- If the installation is legitimate, restore or allow the item according to your security software’s controls.
- Run a scan of the complete game folder.
- Verify the game files again after the scan.
If antivirus repeatedly removes the file, stop downloading replacements. Investigate the detection, scan the installer, and reinstall from the original source. Repeatedly restoring an unverified DLL can hide a compromised installation.
Fix 5: Interpret the exact error correctly
“The program cannot start because the DLL is missing”
The game cannot find the named file. Verify the installation, check quarantine, and reinstall the game if Steam cannot restore it.
“The specified module could not be found”
This can mean either the named DLL is absent or that one of its dependencies is absent. Confirm that the file exists beside the executable, then reinstall the complete game and its prerequisites. Copying only the named DLL may leave the underlying dependency problem unresolved.

“The DLL is either not designed to run on Windows or contains an error”
Suspect a corrupted file, wrong architecture, or mismatched build. Restore the original x86 game copy through Steam verification or the original installer. Do not replace it with another Boost Signals file merely because the names look similar.
The error appears after an update or mod installation
Remove only the mod or update using its documented uninstaller or rollback process. Then verify the game files. A partial update can leave the executable and DLL from different releases.
Fix 6: Do not register this DLL with regsvr32
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, commonly used by COM or ActiveX components. There is no evidence that this Boost.Signals application library is a COM server.
Running commands such as these is not a repair:
regsvr32 boost_signals-vc80-mt-p-1_33_1.dll
It will generally produce an error or make no useful change. The correct fix is to restore the game’s file set and prerequisites. Microsoft documents the purpose and syntax of regsvr32.
Fix 7: Check Windows components only if other programs are failing
SFC and DISM repair Windows components and protected system files. They do not normally recreate a third-party Boost DLL owned by a game.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth

- Then run:
sfc /scannow
- Restart Windows.
- Test Cities XL again.

Repeatedly running SFC and DISM without checking the game installation will not restore a missing game-owned DLL. If both commands complete successfully but the error remains, return to Steam verification or reinstall the game.

Fix 8: Update drivers only for broader launch failures
A graphics or chipset driver is not the normal cause of one missing Boost DLL. Consider driver repair only if the game also crashes after launch, Windows reports display problems, or several older games fail.
To check manually:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click the graphics device.
- Select Properties → Driver.
- Note the provider and version.
- Select Update Driver.
- Choose Search automatically for drivers.
- Repeat for relevant chipset or storage devices.
- Restart Windows.
For a clean graphics-driver repair, use the graphics manufacturer’s official driver package for your exact hardware and Windows architecture. Do not use a random driver file from a DLL website.

The filename contains build information: boost_signals identifies Boost.Signals, vc80 identifies the Visual C++ 8.0 generation, mt indicates a multithreaded build, p identifies the STLport runtime variant, and 1_33_1 identifies Boost 1.33.1. These details are why similarly named files are not automatically compatible.
Use the original game installer, Steam’s verification process, the game’s bundled prerequisite, and Microsoft’s official redistributable page instead.

Is this a Windows system file?
No. It is a third-party application DLL associated most clearly with Cities XL packages. It should normally remain in the game directory, not in System32 or SysWOW64.

Is the file 32-bit or 64-bit?
The documented game copy is 32-bit, and the associated package includes the x86 Visual C++ prerequisite. Use the original game file rather than trying to match it with a 64-bit replacement.
Will Visual C++ 2015–2026 fix the error?

Only after game verification, prerequisite repair, antivirus checks, and reinstalling have failed, and only if the problem began after a known system change. System Restore is not guaranteed to contain the game DLL. Microsoft explains its behavior in its System Restore guidance.
What should I collect before asking for further help?
Record the executable name, full installation path, Windows architecture, whether the DLL exists beside the executable, the complete error text, and whether Steam verification or reinstalling changed anything.
