Borderlands 4 has three campaign difficulty settings: Easy, Normal, and Hard. They affect incoming damage, how much elemental affinities matter, and—on Hard—Cash and Loot Quality. In co-op, each player can choose a personal difficulty, so friends do not have to agree on one setting.
What the three Borderlands 4 difficulty settings change
Gearbox’s difficulty descriptions frame the choices around the kind of campaign experience you want. They do not publish numerical multipliers for damage or rewards.

The official descriptions do not quantify how large these changes are. They also do not say that Hard simply gives enemies more health. Treat the labels as guidance: Hard brings more incoming pressure and makes elemental matching more consequential, while Easy softens damage and affinity demands.
Which setting should you choose?
- Choose Easy if you want to focus on the story and prefer less pressure from damage and elemental matchups.
- Choose Normal if the game’s balanced option sounds right and you do not want a more forgiving or more demanding preset.
- Choose Hard if you want greater challenge, are comfortable paying more attention to elemental affinities, and value its documented Cash and Loot Quality increases.
These descriptions cannot guarantee how difficult every encounter will feel: player skill, build, and gear can affect the experience, and the setting effects are not published as fixed numerical values.

How difficulty works in co-op
Difficulty is individual in co-op rather than a single campaign setting imposed on the whole party. Gearbox Senior Project Producer Anthony Nicholson explains in Xbox Wire’s account of the game’s co-op design that players can tune encounters to feel tougher or more forgiving for themselves.
That is separate from dynamic level scaling. Level scaling helps players contribute when their Vault Hunter levels or gear differ; individual difficulty lets them choose their preferred challenge. The 2K release announcement also describes both as co-op campaign features, with online play for up to four players.

Campaign difficulty is not the same as endgame modes
Easy, Normal, and Hard are the character-creation campaign choices. Later endgame systems are separate. In its notes for the December 11, 2025 update, Borderlands Support describes True Mode as available after campaign completion. It scales enemies as though the player were in a four-player party, regardless of actual party size, and operates independently of Ultimate Vault Hunter Mode. Those notes also add Ultimate Vault Hunter Mode 6 and describe a timed raid-boss challenge with rewards that vary by completion tier.
The update notes page was published December 8, 2025, refers to the December 11 update, and shows a July 2, 2026 update date. These details establish what that update described, not necessarily the latest endgame tier after subsequent patches.

What the developers say about challenge
In an interview reported by GamesRadar+, Gearbox founder and president Randy Pitchford said the team had “definitely pushed the challenge quite a lot” and that he was “a little nervous because there are points of Borderlands 4 that are a little more challenging.” He also recognized that some players prefer exploring or spending time with characters. That is his perspective on the game’s challenge, not proof that every player or build will find it harder.
Pitchford also described the progression loop this way: “Things that were hard when you were, you know, a little chump become trivial when you become a badass.” In the same report, his suggested response to a difficult encounter is to gain levels and stronger guns, then return to it.
