Brazil Wants to Rank Among the World’s Top Five Game Producers in Less Than 10 Years

Rodrigo Terra’s top-five ambition for Brazil’s games industry is a stated aspiration, not a defined government target. The ranking metric, baseline and milestones remain unclear.

Rodrigo Terra, president of Brazil’s games-industry association Abragames, has said he wants the country to rank among the world’s five largest game producers in less than ten years. The ambition is not a defined government target: the reporting does not specify what “top five” measures, establish a baseline, or set milestones or a budget.

What Brazil’s “top five” ambition means—and what it does not

Secondary coverage attributes this statement to Terra in a reported GamesIndustry.biz interview: “We want to be in the top five game producers in the world in less than 10 years.” The statement expresses an ambition voiced by Abragames’ president; the coverage does not present it as an adopted government target or a funded delivery plan.

“Game producer” could mean several different things. The coverage does not say whether the ranking would be based on annual industry revenue, the number of games released, export revenue, studio count, or another measure. Those measures can produce very different rankings, so the aspiration cannot yet be assessed against a single, agreed scorecard.

Why the goal is also about culture

Terra’s stated rationale goes beyond the size of the industry: he wants international audiences to encounter Brazilian culture and stories through games. In a further statement reproduced in secondary coverage, he says he wants the world to know Brazil’s culture in ten years. That is an aim for cultural visibility, not evidence that such an impact has already been measured.

The distinction matters. A country could gain recognition for distinctive games without ranking among the largest industries by revenue; conversely, a high revenue ranking would not by itself show that Brazilian stories had reached a wider audience. The cultural ambition and the production ranking are related, but they are not interchangeable outcomes.

What the reported Brazil–Poland figures show

ANTI/HYPE’s comparison gives a snapshot of Brazil and Poland, but the figures do not cover the same years. Its Brazil revenue figure is for 2022, while Poland’s is for 2025; the studio and workforce counts are also from different years. The comparison therefore illustrates the scale of the reported figures, not a like-for-like current ranking or a reliable revenue ratio.

The figures suggest why studio count alone cannot establish a top-five position by revenue: in this dated comparison, Brazil has the higher reported studio count, while Poland has the higher reported annual revenue. But the source warns that the years do not align and the exact revenue gap may have changed. The figures are reported by ANTI/HYPE and are not independently verified here against their underlying datasets.

A meaningful international ranking would also need consistent definitions: whether revenue means domestic consumer spending or earnings by locally based producers; how mobile games and service revenue are treated; how currencies are converted; and whether exports are attributed to developers or publishers. The reported comparison does not settle those questions.

Policy and export activity are context, not proof of the target

Legal and occupational recognition

ANTI/HYPE reports that Brazil’s Law 14.852, dated 3 May 2024, established a legal framework for games, including development incentives and treatment under cultural funding laws, while excluding gambling games. It also reports that an interministerial government group was installed in March 2026 to work on regulation and that game-related occupations were added to Brazil’s occupational classification that month. These are reported developments; the underlying legal and ministry records are not established by the cited coverage alone.

Such measures may form part of the environment in which studios operate, but their existence does not show how much support will reach developers or whether it will produce growth at the scale implied by the ambition.

Export promotion and international partnerships

The same ANTI/HYPE report describes Brazil Games, an export program operated by Abragames, as presenting 38 Brazilian games at Gamescom Latam 2026. It also reports that the event drew 154,000 visitors and that organizers estimated more than US$180 million in potential business from meetings. That estimate is an organizer projection, not an audited measure of Brazilian exports or completed sales.

The report also points to the Brazilian game Talaka and US publisher Acclaim as an example of an international publishing partnership. It illustrates one possible route to a foreign audience; it does not establish that this approach can be scaled across the industry.

What would make the ambition measurable

To turn the aspiration into an accountable target, Abragames or another responsible body would need to clarify several points:

  • Ranking measure: Is “top five” about annual revenue, releases, exports, studios, or another indicator?
  • Baseline and deadline: What is Brazil’s current position under that measure, and what exact date marks “less than ten years”?
  • Comparable data: Which source and definitions will be used, and how will the figures handle year, currency, mobile games, services, and export attribution?
  • Milestones and delivery: What interim progress will be reported, and what policies, funding, or industry actions are expected to contribute?
  • Public reporting: Who will publish progress, how often, and how will cultural reach be assessed separately from industry size?

Until those questions have answers, the top-five statement is best understood as Terra’s ambition for Brazil’s games industry and cultural reach—not a forecast or a ranking Brazil has already been shown to be on track to achieve.
