burutter.dll is missing, burutter.dll was not found, Cannot find burutter.dll, and Error loading burutter.dll are common versions of this problem. burutter.dll is a 32-bit companion file shipped with the ePSXe PlayStation emulator, not a Windows system component.
The 60-second answer
Do not download burutter.dll from a random DLL website or copy it into C:WindowsSystem32.

The safest fix is to download the complete Windows version of ePSXe from the official ePSXe website, extract every file into a new folder, and start ePSXe.exe from that folder. burutter.dll should sit beside ePSXe.exe.
If antivirus software removed the file, check Windows Security’s Protection history before downloading anything else. Restore the file only if it came from a verified ePSXe package and the complete archive has been scanned.

What is burutter.dll
burutter.dll is an application DLL associated with ePSXe. Public file analysis identifies it as a PE32 Intel 80386 file, which means it is 32-bit. Its observed exports include:
JOY_initJOY_CloseBig_MotorSmall_Motor
Those functions strongly indicate controller and force-feedback support. Historical ePSXe controller configuration references also identify “Burutter” as a rumble or force-feedback option.
It is not part of Windows, Microsoft Visual C++, DirectX, System32, or SysWOW64. The original developer and publisher are not reliably identified in the file’s public metadata.

The file normally belongs in the ePSXe application directory, in the same folder as the executable:
ePSXe.exe
burutter.dll
For example, if you extracted ePSXe to:
C:GamesePSXe
the expected location is:
C:GamesePSXeburutter.dll
Do not place it in:
C:WindowsSystem32
C:WindowsSysWOW64
A 64-bit Windows installation can run a 32-bit ePSXe program, but the 32-bit DLL must match the 32-bit ePSXe executable. Windows architecture does not mean that this file belongs in a system directory.
Likely causes
| Cause | What it means | Correct response |
|---|---|---|
| Incomplete extraction | The ZIP was opened or extracted without all files | Extract the complete archive again |
| Antivirus quarantine | Security software removed or blocked the DLL | Review Protection history |
| Mixed ePSXe releases | The DLL and executable came from different packages | Restore the complete matching package |
| Damaged download | The archive or extracted file is incomplete | Download and extract again |
| Different DLL named in the error | The problem concerns another dependency | Follow that filename’s repair path |
| Controller configuration issue | ePSXe starts, but rumble does not work | Configure the controller inside ePSXe |
Fix 1: Rebuild the complete ePSXe folder
This is the most likely solution.
- Close ePSXe.
- Open File Explorer and locate the current ePSXe folder.
- If you have save files or configuration files you need, copy them to a separate backup folder.
- Remove the incomplete ePSXe folder, or rename it to something such as
ePSXe-old. - Download the Windows package from the official ePSXe website.
- Right-click the downloaded archive and choose Extract All.
- Extract it to a new local folder, such as
C:GamesePSXe. - Open the extracted folder.
- Confirm that
ePSXe.exeandburutter.dllare together. - Double-click
ePSXe.exe.
Do not launch the program directly from inside the ZIP file. Windows may display the executable while the DLL remains inaccessible inside the compressed archive.
How to tell whether it worked
The missing-file dialog should no longer appear, and ePSXe should open normally. If you still receive the same message, right-click ePSXe.exe, choose Properties, and check that you are launching the executable from the new extracted folder rather than an old shortcut.

- Right-click the shortcut.
- Select Properties.
- Check the Target field.
- Change it to the new
ePSXe.exepath, or create a new shortcut from the rebuilt folder.
Fix 2: Check Windows Security quarantine
An old or uncommon emulator DLL may be quarantined by security software. This does not automatically prove that the file is malicious or safe.
- Open Start.
- Type Windows Security.
- Open Windows Security.
- Select Virus & threat protection.
- Under Current threats, select Protection history.
- Look for an event associated with the ePSXe folder or
burutter.dll. - Open the event and inspect the detected path and action.
- Restore or allow the file only if it came from the authentic ePSXe package.
- Scan the complete downloaded archive before launching ePSXe again.
Microsoft documents these actions in Protection History in Windows Security.

Do not disable antivirus protection just to obtain a DLL from an unknown source. If Windows Security repeatedly removes the file, keep the detection details and use a fresh official ePSXe download rather than forcing a random replacement.
Fix 3: Remove mixed-version files
Replacing only burutter.dll can make the error disappear while creating a different compatibility problem. The DLL should come from the same ePSXe release as ePSXe.exe.
To correct a mixed installation:
- Close ePSXe.
- Create a new empty folder.
- Download the complete ePSXe package again from the official source.
- Extract all files into that new folder.
- Do not copy
burutter.dllfrom a DLL repository or a different ePSXe installation. - Test the new
ePSXe.exebefore copying configuration files, plugins, or old shortcuts.
If the clean folder works, copy personal files back one group at a time. This helps identify whether an old plugin or configuration file is causing a second problem.
Fix 4: Check for a damaged download
A truncated archive can leave the DLL present but unusable. Messages such as “could not be loaded” or “not designed to run on Windows” can indicate corruption rather than a simple missing file.
- Delete the downloaded archive.
- Download it again from the official ePSXe website.
- Save it to a local folder rather than a network or temporary location.
- Right-click the archive and choose Extract All.
- Extract to a new directory.
- Test the fresh copy before adding plugins or configuration files.
If the vendor publishes a checksum or archive-size reference, compare it with your download. Do not treat a public hash from an analysis site as proof that an arbitrary DLL download is safe.
Fix 5: Confirm that the error names burutter.dll
Read the exact filename in the dialog. A message naming another file is a different repair.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsExamples include:
d3dx9_26.dllMSVCP*.dllVCRUNTIME*.dll
A Visual C++ Redistributable may be relevant when the error specifically names an MSVCP or VCRUNTIME file. It is not normally the answer to a missing burutter.dll error because burutter.dll is bundled with ePSXe itself.
Likewise, installing DirectX or changing Windows system files will not normally recreate an ePSXe application DLL.
Fix 6: Do not register burutter.dll
Do not run:
regsvr32 burutter.dll
regsvr32 is intended for DLLs that provide COM registration entry points, such as DllRegisterServer. The observed exports for burutter.dll are controller functions instead. Registration is therefore not an appropriate repair and may produce an entry-point error.

Fix 7: Check Windows components only when Windows has broader problems
burutter.dll is not a protected Windows component, so System File Checker will not normally restore it. Use Windows repair commands only if Windows itself has symptoms such as damaged system applications, failed updates, or widespread component errors.
Open an elevated Command Prompt:
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows and test ePSXe again.
Microsoft recommends running DISM before SFC. See Microsoft’s System File Checker instructions.
If these commands report repaired Windows components, that may help general system stability, but they do not replace a missing ePSXe-bundled file.
Repeating SFC and DISM without knowing what changed can make troubleshooting harder. Outbyte PC Repair can scan for broader Windows repair issues and identify what needs attention, while the full version performs the repair; reinstalling the complete ePSXe package remains the definitive fix for this application file.
Fix 8: Update controller software only when rumble is the problem
If ePSXe starts successfully but controller vibration does not work, burutter.dll is probably not missing. Check ePSXe’s controller configuration first.
- Open ePSXe.
- Open the controller or gamepad configuration menu.
- Select the correct controller.
- Review the rumble or force-feedback setting.
- Test the large and small motor settings if available.
- Save the configuration and test a game that supports vibration.
You can also check the controller in Windows:
- Right-click Start.
- Select Device Manager.
- Expand Human Interface Devices and Sound, video and game controllers.
- Right-click the relevant controller.
- Choose Update driver.
- Select Search automatically for drivers.
- Restart Windows if a driver is installed.
Do not replace burutter.dll to solve a controller driver problem. Outbyte Driver Updater can scan for outdated device drivers and show which driver needs attention, while the full version installs updates; ePSXe’s own controller configuration still determines whether rumble works.
Other checks that are usually unnecessary
Windows Features
Windows Features will not normally restore an ePSXe application DLL. You can check them only when a different error specifically identifies an optional Windows component:
- Open Start.
- Type Turn Windows features on or off.
- Open the result.
- Review the component named by the error.
- Do not enable unrelated features just because ePSXe reports a DLL problem.
Administrator mode
Running as administrator may help with permissions, but it does not recreate a missing file.
Recommended Free Tools
- Right-click
ePSXe.exe. - Select Properties.
- Open the Compatibility tab.
- Select Run this program as an administrator only for testing.
- Select Apply, then OK.
If this changes nothing, return to the complete-package repair.
If every application reports burutter.dll
That is not normal. An ePSXe DLL should be requested by ePSXe, not unrelated programs.

If unrelated applications report the same filename:
- Do not copy the file into System32 or SysWOW64.
- Run a full Windows security scan.
- Note which process launches when the error appears.
- Review recently installed software and startup entries.
- Remove suspicious software through Settings → Apps → Installed apps.
- Restart Windows and test again.
A system-wide request can indicate a damaged application configuration or an abnormal DLL search-path event. It requires investigating the launching process rather than installing the file globally.

FAQ
Is burutter.dll a Windows file?
No. It is a third-party application DLL associated with ePSXe.
Can I download burutter.dll by itself?
You should not. A standalone DLL may be malicious, incomplete, the wrong architecture, or from a different ePSXe release. Restore the complete package from the official ePSXe source.
Should I install Visual C++ Redistributable?
Usually not for this filename. Install a runtime only when the exact error names a Visual C++ file such as MSVCP*.dll or VCRUNTIME*.dll.
Should burutter.dll go in System32?
No. Keep it beside the matching ePSXe.exe.
Can 32-bit ePSXe run on 64-bit Windows?
Yes, but the 32-bit executable and its matching 32-bit DLL must stay together in the same ePSXe folder.
What if the file is present but ePSXe still fails?
Confirm that the executable and DLL came from the same archive, check antivirus history, extract a clean package into a new folder, and verify that the dialog names burutter.dll rather than another dependency.
What if ePSXe opens but rumble does not work?
Configure the controller and force-feedback settings inside ePSXe, then check the controller’s Windows driver. A missing-file repair is not normally needed when the emulator already starts.
