Yes, a cloud VM can run encoder software that sends a continuous livestream to YouTube. But a free VM is not automatically a dependable, zero-cost 24/7 host: compute quotas, outbound data charges, regional capacity, restarts and YouTube account eligibility all matter. The figures below describe published allowances, not a VM configuration tested for continuous streaming.
What “free” does—and does not—cover
Cloud providers may include limited VM resources at no charge, but that does not mean every part of a continuous stream is free. You need enough compute for the encoder, a persistent process, an available VM shape, and a network route whose outbound billing treatment works for your YouTube ingest destination. Check the provider’s current terms for your account and region before relying on a $0 estimate.
Google Cloud: a small, region-limited allowance
Google Cloud’s Free Tier documentation, accessed October 3, 2026, lists one non-preemptible e2-micro VM per month in one of three eligible US regions, 30 GB-months of standard persistent disk, and 1 GB per month of outbound data transfer for specified destinations. The allowance is time-based across eligible e2-micro usage; it is not a separate unlimited allowance for each instance. See Google Cloud’s Free Tier and trial details.
Google’s separate free trial provides $300 in credit valid for 90 days. It is temporary, not an always-free hosting plan: if the credit runs out or the trial ends without the account being upgraded, its resources stop. Streaming continuously also makes outbound transfer a major concern; the 1 GB allowance is far below the monthly traffic of even a modest-bitrate stream.

Oracle Cloud: larger documented compute allowances, but no continuity guarantee
Oracle’s Always Free documentation, accessed October 3, 2026, lists up to two AMD E2.1.Micro VMs and a monthly Ampere A1 allowance of 1,500 OCPU-hours and 9,000 GB-hours, equivalent to 2 OCPUs and 12 GB of memory. These resources are in the tenancy’s home region. Oracle warns that free-shape host capacity can be temporarily unavailable. The published allocation makes Oracle a possible candidate to evaluate, not a guarantee of capacity, zero egress cost or uninterrupted operation. Estimate the bandwidth before choosing a VM
A continuous stream sends data for every second it is live. At a constant 6 Mbps, 30 days of video amounts to about 1,944 decimal GB: 6 megabits per second × 2,592,000 seconds ÷ 8. This arithmetic covers video payload only and excludes protocol overhead; it is not a provider’s billing estimate. Compare the resulting volume with the current outbound-transfer rules and destination treatment for your account and region before calling the setup free.

YouTube’s current encoder guidance recommends 6 Mbps for H.264 720p30 and 720p60, and 10 Mbps for H.264 1080p30. The 6 Mbps example is therefore a useful scale illustration, not a universal setting. YouTube’s recommendations vary by codec and resolution; consult its live encoder settings, bitrates and resolutions guidance for your chosen output.
What you need to configure on a VM
A VM can run encoder software and connect to YouTube using the server URL and stream key supplied in YouTube’s live-stream setup. YouTube supports RTMP and RTMPS ingestion and recommends RTMPS, a secure extension to RTMP. Its guidance also recommends constant bitrate and a two-second keyframe interval; bitrate and other encoder settings should match the selected codec and output resolution. Follow YouTube’s encoder setup instructions and current encoder recommendations.

- Confirm the channel can go live. YouTube says the channel must be verified and must not have live-streaming restrictions in the past 90 days. Check eligibility and follow YouTube’s live-streaming requirements.
- Choose an ingest protocol and encoder. Use RTMPS where supported. For a prerecorded loop, a headless encoder may avoid the overhead of a desktop environment, but the available sources do not benchmark CPU or memory needs on the free VM shapes described above.
- Match settings to the intended stream. Set a constant bitrate, a two-second keyframe interval and the codec-specific bitrate and resolution recommended by YouTube. Do not assume every free VM can encode every resolution smoothly; measure performance on the selected shape.
- Use YouTube’s server URL and stream key. Enter the values from YouTube’s live setup in the encoder. Treat the stream key as a credential: do not publish it, include it in a public script or leave it in a publicly accessible log.
- Keep the encoder alive and observe it. Arrange for the process to restart after a crash or VM reboot, and set up an alert if continuous operation matters. During a trial, monitor CPU use, dropped frames, reconnects and actual outbound billing. These are operational precautions, not evidence that a particular free configuration has been tested or will stay live.
Why a free VM may fail as a 24/7 host
- Data-transfer charges can dominate. Continuous video traffic quickly exceeds small monthly transfer allowances. The actual cost depends on the provider’s current billing rules, region and treatment of traffic to YouTube’s ingest endpoint.
- Compute suitability is unproven until measured. The published free allocations do not establish that a particular VM can encode a given resolution and bitrate without overload or dropped frames.
- Free capacity can be unavailable. Oracle specifically notes temporary shortages for free-shape hosts. A quota on paper does not guarantee that a VM can be created when needed.
- Restarts and disconnections need handling. A process can stop after a crash or reboot, and YouTube can disconnect an ingest session. Without restart behavior, monitoring and recovery, “24/7” depends on someone noticing and intervening.
- YouTube rules still apply. A successful connection does not make the content eligible or compliant. Follow YouTube’s live-streaming requirements and its content rules, including copyright rules; a stream can be restricted independently of the VM.
Do not confuse a VM encoder with Google’s Live Stream API
Running your own encoder on a Compute Engine VM is different from using Google Cloud’s Live Stream API. Google’s pricing page says the API has no free usage tier. See Google Cloud Live Stream API pricing.
