Will a modded 3DS read physical game cards?
Yes. Nintendo’s 3DS operations manual describes Nintendo 3DS Game Cards as software for the system. Luma3DS provides system patches and game-related features; its presence does not inherently make physical cards unplayable. This answer is specifically about Luma3DS, not every historical custom firmware or every modified setup. See the Luma3DS project.
Can it play games from another region?
With Luma3DS, cartridge region checks are bypassed, according to the 3DS Hacks Guide FAQ. Some out-of-region games may still need locale emulation to work correctly, so bypassing the check is not a guarantee that every title will launch or behave properly. Nintendo’s standard operations manual cautions that software from another region may not function; the Luma behavior is a specific custom-firmware exception to that ordinary guidance.
You generally do not need to change the console’s region just to play an out-of-region card. The guide’s region-changing instructions warn that changing regions can affect NNID and eShop access, so it is not a routine cartridge-compatibility fix.

What to check if a game card will not read
First establish whether the problem affects one card or several. Also confirm that the cartridge is a Nintendo 3DS-family Game Card, rather than a cartridge for another system. Nintendo notes that 3DS software cannot be played on DS, DS Lite, DSi, or DSi XL systems in its operations manual.
If only one card fails
For a Nintendo-published North American game card, Nintendo recommends powering the system off, removing and reinserting the card, checking for game update data, and deleting and redownloading that data when appropriate. If the issue continues, the individual card may need replacement. Follow Nintendo’s game-card troubleshooting steps; the guidance is specific to the publisher and region it covers.

If several cards fail
A problem affecting multiple cards could involve the console or its card slot rather than one faulty game. Nintendo’s troubleshooting guidance distinguishes one-card problems from issues involving multiple cards, but the available information does not identify a specific repair from that symptom alone. Use Nintendo’s game-read troubleshooting to assess next steps rather than assuming the modification is responsible.
