Why modding a Wii U does not make it run 3DS games
Wii U and Nintendo 3DS games target different console platforms. Custom firmware changes what software a Wii U can run; it does not automatically translate software made for another system. Directly running 3DS games would require a compatible emulator or another established compatibility layer, and the sources available do not document a Wii U solution.
Nintendo discusses Wii U and Nintendo 3DS as separate platform categories in its support information. That distinction is context, not a hardware test; it should not be confused with Wii U backward compatibility.
What the emulator documentation does—and does not—show
Citra describes itself as a Nintendo 3DS emulator and debugger. Its repository lists builds for Windows, Linux, and macOS, but does not list Wii U as a target: Citra repository. This supports the conclusion that the documented project is a desktop option, not evidence of a Wii U port. It also does not guarantee that every 3DS game works on every computer.

An archived Citra compatibility page says some games require files dumped from a 3DS and integrated into Citra: archived Citra compatibility information. Requirements depend on the game and emulator configuration. The page is not a Wii U setup guide.

If your goal is to play a physical 3DS Game Card, Nintendo’s answer is explicit: “No. Nintendo 3DS Game Cards can only be played using a Nintendo 3DS family system.” That statement concerns Game Cards; it does not settle every question about digital games or model-specific compatibility.

Bottom line for the question
There is no established Wii U homebrew method documented here for running 3DS games directly. A modded Wii U can run homebrew, but the cited 3DS emulator documentation names desktop platforms rather than Wii U. For 3DS Game Cards, use a compatible Nintendo 3DS-family system.
