You can add some Xbox PC games to your Steam library as non-Steam shortcuts, but that does not transfer an Xbox purchase or subscription entitlement to Steam. To install an eligible Xbox game on Windows, use the Xbox app; to stream a supported console game, use Xbox Cloud Gaming. These are separate routes, and neither creates a Steam license.
What “adding an Xbox game to Steam” actually does
Steam lets you create a library entry for a game that is not sold or activated through Steam. The entry is a shortcut: it may let you launch the game from Steam, but the game still belongs to, installs through, and is governed by its original platform and account. Steam does not convert an Xbox purchase into a Steam purchase.
Steam Support’s general instructions are to choose + ADD A GAME… in the Steam client, select Add a Non-Steam Game… when the game cannot be added using a Steam CD key, then follow the prompts. Steam Support explains the non-Steam game process.
How to add a shortcut
- Open the Steam desktop client and select + ADD A GAME… at the lower-left of the library window.
- Choose Add a Non-Steam Game….
- Select the game if it appears in the list, then choose Add Selected Programs. If it does not appear, use Browse to locate a launchable game executable, if available, and add it.
- Find the new entry in your Steam library and try launching it. The game may still require the Xbox app, a Microsoft account, or another launcher to be installed and signed in.
Steam’s instructions describe a general library feature, not a guarantee that every Xbox app or Game Pass installation can be launched directly this way. The Xbox app’s installation layout and a game’s launcher or protections can affect whether a shortcut works. If it will not launch, open it through the Xbox app instead.

Can you transfer an Xbox game purchase to Steam?
No Xbox-to-Steam license-transfer route is established by the platform guidance cited here. A Steam shortcut does not move the purchase, make the game appear as a Steam-owned title, or replace the account and program rules that govern Xbox digital content. Linking accounts or adding a library entry should not be treated as a transfer.
Ways to play an Xbox game on a Windows PC
The right option depends on what you own or subscribe to, whether the game supports PC access, and whether you want to install it or stream it.

Install eligible purchases with Xbox Play Anywhere
Play Anywhere is the relevant option if you bought a participating digital Xbox game and want to play it on Windows. Xbox says a qualifying digital game bought through the Xbox Store or Windows Store can be played on Xbox consoles, Windows 10/11 PCs, and supported gaming handhelds at no additional cost. On PC, look for it in the Xbox app’s My Library. Xbox also says supported progress, add-ons, and achievements carry across those devices. See Xbox Play Anywhere’s eligibility details and participating-game list; check the game’s Play Anywhere badge or current listing before relying on PC access.
Play Anywhere access is not the same as a Steam version. Even when the Xbox entitlement lets you install the PC edition, the game remains accessed through Xbox and your Microsoft account.

What if the game is from Game Pass?
Game Pass access remains subject to the Microsoft account and the applicable subscription terms. Adding a shortcut to Steam does not replace the Xbox PC app, grant a separate license, or preserve access if the underlying subscription entitlement no longer applies. Cloud streaming is a separate option from installing a PC game or adding a Steam shortcut. In a July 28, 2025 announcement, Xbox said Game Pass Ultimate members could stream more than 250 selected games they owned through the Xbox PC app in the 28 countries where Xbox Cloud Gaming (Beta) was supported at that time. Those figures describe that dated announcement, not a guarantee of today’s catalog or availability. Current supported games, locations, devices, and eligibility can change; check Xbox’s announcement and current service information before relying on a particular title or region.

Which option should you use?
- You want an organized Steam library: add a non-Steam shortcut, then test whether it launches. The shortcut does not change where you own the game.
- You own a console game and want to install it on Windows: check whether that digital title supports Play Anywhere, then use the Xbox app.
- You access the game through PC Game Pass: install and launch it through Xbox using the account and subscription that provide access.
- You want to play without installing locally: check whether the title, your device, subscription or ownership, and country qualify for Xbox Cloud Gaming.
