No. Steam Wallet funds already in your account cannot be transferred, gifted, or withdrawn to another Steam account. To give someone Steam purchasing power, buy them a Digital Steam Gift Card; to give them a particular game, gift an eligible new purchase instead.

Send a Digital Steam Gift Card
This is the closest official alternative to giving someone money for Steam. You purchase a new Digital Gift Card for them; you cannot fund it by moving your existing Wallet balance. Check Steam’s current Wallet FAQ for availability and any applicable region or currency limits before purchasing.

Gift a game
If you know what they want to play, you can buy an eligible new game as a gift for someone on your Steam Friends List. The recipient gets that game, not funds they can spend elsewhere. Gift availability can depend on the game, its contents, and the region combination, so confirm eligibility during purchase.
Use a code the recipient can redeem
A valid physical gift-card code or Wallet Code adds funds to the account where it is redeemed. That is different from transferring your balance. Steam’s retail-card phase-out means availability at any particular shop is uncertain; do not assume a retailer still has stock or that cards will be replenished.

Why trading or Market listings do not work
Steam’s trading system does not support money in any form, including Wallet credits, PayPal, gift cards, or other currency. A trade or Steam Community Market deal is not a supported way to send your balance. Steam warns that offers claiming to provide Wallet funds through trades may be scams; see its Recommended Trading Practices.
Never share a gift-card code with someone you do not know or trust. Steam says someone asking for Steam gift cards as payment is likely targeting you; its Gift Card Scams guidance explains the warning. This is not a reason to avoid legitimate gifts; it is a reason to keep codes private and treat requests for payment by gift card with suspicion.

Can you refund Wallet funds and give the money another way?
Steam says you may request a refund for Steam Wallet funds purchased on Steam within 14 days of purchase if none of those funds have been used. This is a limited eligibility rule, not a guaranteed refund and not a transfer method. For an unusual or disputed purchase, follow Steam’s current refund instructions through Steam Support.
