Yes, for The Sims 4: reinstall the game on the new computer through the EA app using the EA Account associated with your game, then move your save files separately. Reinstalling the game and transferring saves are separate

Downloading the game does not itself move the local saves. EA says The Sims 4 does not support EA app cloud storage for save files, so follow the manual file-copy steps for the documented PC-to-Mac move. EA’s The Sims 4 FAQ

Move The Sims 4 saves from PC to Mac
- Back up the Sims 4 folder on the PC. Copy
Documents/Electronic Arts/The Sims 4to a safe location before changing files. EA recommends backing up the whole folder before resetting or troubleshooting the game. EA’s backup and reset guide - Copy the saves folder. In
Documents/Electronic Arts/The Sims 4on the PC, copy the entiresavesfolder to a flash drive or other portable storage. Copy the folder rather than selecting individual save files. - Install and launch The Sims 4 on the Mac once. Sign in to the EA app with the EA Account associated with the game and download it from your Library. Launching the game creates the destination The Sims 4 folder in Documents.
- Place the saves folder on the Mac. Copy the folder from your portable storage into
Documents/Electronic Arts/The Sims 4. If asavesfolder is already there, rename it first if you want to preserve its contents, or delete it before copying in the transferred folder, as EA’s guide advises.
Install available add-ons on the new computer
After installing the base game, check which add-ons are available to your account and platform. In the EA app, open The Sims 4 in your Library and select Overview > Manage > Manage add-ons to download available Mac add-ons. EA’s FAQ notes that PC/Mac purchases do not transfer to the Xbox One or PlayStation 4 versions it discusses; do not assume purchases carry across other platforms.
What changes if the new computer is a console?
EA’s FAQ says that saves and creations are platform-specific and non-transferable to the Xbox One and PlayStation 4 versions it names. It also says PC/Mac purchases do not transfer to those console versions. Those statements apply to the platforms named in the FAQ; the available instructions here do not establish a universal transfer rule for every console, Sims title or storefront.

The steps above are for The Sims 4, and the save-folder instructions are specifically for moving from PC to Mac. They should not be treated as instructions for The Sims, The Sims 2, The Sims 3, or every possible computer-to-computer move. Check the current official guidance for the specific game and destination platform before copying or replacing its files.
