Usually, no. Steam gift cards add value to a Steam Wallet; they are not cash cards. A code that has not been redeemed may be eligible for a refund from the retailer that sold it. Once redeemed, the balance cannot be withdrawn, transferred to PayPal, or exchanged for cash under Valve’s terms.
What changes when you redeem a Steam card?
An unredeemed card is a retailer purchase with a code that can be used to add funds to Steam. Steam directs customers to the retailer to ask about a refund for an activated but unredeemed card; the retailer decides whether the purchase qualifies. Steam says such cards are normally refundable at retail, but that is not a guarantee for every card or seller. Steam Support’s gift-card guidance explains what to do.

After you redeem it, the value becomes Steam Wallet funds. Steam says gift cards can be redeemed only on Steam, and the funds can be used for eligible Steam purchases, including games, software, in-game items, and hardware. Valve’s Steam Subscriber Agreement says Wallet funds are non-transferable, have no value outside Steam, and are not exchangeable for cash.

Steam’s refund policy, last updated April 23, 2024, describes the 14-day rule for unused Wallet funds purchased on Steam. It does not extend that rule to cards bought from retailers.

Can I transfer Steam Wallet money to PayPal or sell my balance?
No official cash withdrawal or Wallet-to-PayPal transfer path is described in the cited Steam policies. Valve’s agreement says Wallet funds are non-transferable and cannot be exchanged for cash, so Steam Support should not be treated as a way to cash out a redeemed balance.
Steam’s trading tools do not provide a workaround: its Recommended Trading Practices page says the trading interface does not support transferring money in any form. Steam also warns that offers to buy items or inventories for cash are very often scam openings. Trading away items for little or nothing in return may not be recoverable through Support. Steam does not validate third-party cash-out services in these policies. Avoid assuming that a website or stranger offering money for a code, balance, or inventory is safe or endorsed by Steam.
If someone is asking you to pay with Steam cards
Stop before sharing a code. Steam says someone asking for Steam Wallet gift cards as payment is most likely targeting you in a scam. Gift-card codes work like value: once someone else redeems a code, you may be unable to recover it.

- You still have the card and code: Keep both private. Take the card and receipt to the retailer and ask whether it can check the card’s activation and refund eligibility.
- You already gave the code to someone: Keep the card and receipt, and report the incident to local police. Steam’s scam guidance also points U.S. users to the FTC for scam reporting.
- A stranger offers cash for your inventory: Do not trade on the assumption that Steam can reverse the transaction or recover items.

- If the code is unused: Do not send it to anyone. Contact the retailer that sold the card, with the card and proof of purchase, and ask whether it is refundable.
- If the balance is already in your Steam Wallet: There is no official cash-out or transfer route in the cited Steam policies. Use the balance for eligible Steam purchases.
- If you bought Wallet funds on Steam and have not used them: Review the Steam refund policy and request a refund promptly if you are within its 14-day window.
- If anyone wants a Steam code as payment or promises cash for items: Stop and verify the request independently; do not disclose a code or make a trade you cannot afford to lose.
Refund rights and retailer policies can vary by seller and location. The retailer that sold the card can tell you whether it qualifies; check applicable local consumer rules if needed.
