Team Rocket’s Meowth learned to talk like a human, while the Detective Pikachu game features a Pikachu who can communicate with Tim. Other Pokémon may communicate through cries, gestures, or telepathy. The answer depends on the character and the story.
What counts as speaking?
Speaking human language is different from communicating. Pokémon can convey information through cries or body language, and they may understand enough of a trainer’s commands to respond. Neither ability, on its own, shows that a Pokémon can speak aloud or carry on a fluent conversation. A cross-media overview describes these different forms of communication, but it should be treated as a secondary summary rather than a universal rule: Bulbapedia’s overview of Pokémon communication.
- Humanlike speech: A Pokémon talks using human language.
- Understanding commands: A Pokémon responds appropriately to a trainer, without necessarily speaking.
- Other communication: Cries, gestures, or a special ability such as telepathy may convey meaning without ordinary speech.
Which Pokémon are shown talking to people?
Team Rocket’s Meowth in the anime
Meowth is a clear example of a Pokémon learning to speak human language. In the official episode synopsis for “Go West Young Meowth,” Pokémon.com says he “reveals how and why he learned to walk and talk like a human”: official episode synopsis. That establishes what this Meowth can do in the anime; it does not establish that the ability is typical of Pokémon.
Detective Pikachu in the game
The official page for the Detective Pikachu game describes its unusual Pikachu as able to communicate “with other Pokémon—and with Tim, too.” It also calls him a Pokémon who “talks tough,” but the page does not specify whether his communication with Tim is spoken language, telepathy, or another method: official game page. This is a distinct story premise, not a rule that applies to every Pikachu.

Does every Pokémon understand human speech?
Pokémon may understand commands in many portrayals, but understanding an instruction is not the same as being able to converse fluently. The available examples do not establish a single franchise-wide language rule for every Pokémon, character, and medium.
Official Pokémon Support says questions that have not been answered in the games, animated movies, or TV shows are intended to be left to fans’ imaginations and interpretations: Pokémon Support’s guidance. That is general guidance on open lore questions, not a direct ruling about whether Pokémon can speak.

Why the answer changes across Pokémon stories
The games, anime, and other stories do not always use the same characters or explain communication in the same way. A Pokémon that speaks in one story—or communicates with a particular person through an unspecified method—does not prove that all Pokémon can speak human language. It is more accurate to judge each example on its own: whether the Pokémon speaks aloud, uses a special form of communication, or simply understands what a person says.
