Roblox has not banned every form of chat for children under 13. It has restricted messaging outside games, and the rules have since expanded into a broader age-check and parental-consent system.
Under Roblox’s current guidance, users under 9 generally cannot send direct messages or chat with friends outside an experience. Users ages 9–12 may be able to text or group-chat with trusted friends, but only when the account, region, age check, parental settings, and connection type all qualify. Filtered communication inside an experience may still be available.

What changed?
The original headline came from a Roblox safety-policy announcement in November 2024. Roblox said users under 13 would no longer be able to directly message other users outside games or experiences—a feature often described as platform chat.
That change did not mean that every under-13 player would be completely unable to communicate. In-game chat remained possible in eligible experiences, subject to moderation, age restrictions, and the individual experience’s settings.

Since then, Roblox has developed the policy into a wider communication framework. Communication features now depend on factors including the user’s age group, whether the account has completed an age check, parental consent, the user’s region, privacy settings, and whether the other person is a trusted connection.
What can under-13 users do now?
| Age group | Messaging outside games | Chat inside an experience | Important limitations |
|---|---|---|---|
| Under 9 | Direct messages and chatting with friends outside games are not available under Roblox’s current messaging guidance. | Safe, moderated in-game chat may be available. | Communication is disabled by default for age-checked Roblox Kids accounts and requires parental permission where applicable. |
| Ages 9–12 | Text and group chat with trusted friends may be available. | Filtered, moderated experience chat may be available. | Access depends on age check, parental approval where required, region, privacy settings, and the connection qualifying as trusted. |
| Under 13 generally | Unrestricted platform messaging is not available. | Some filtered communication remains possible. | Party Voice and chat features with fewer filters are unavailable to users under 13. |
This is why the simple statement “Roblox banned chat for everyone under 13” is inaccurate. The more precise description is: Roblox restricts messaging outside games for younger users, while allowing some age-appropriate and filtered communication depending on the account and circumstances.
Why the rules are different for ages 9–12 and under 9
Roblox now places age-checked users into age groups such as under 9, 9–12, 13–15, 16–17, 18–20, and 21 and older. Communication is generally limited to users in similar age groups, with exceptions for trusted connections.
The purpose is to reduce inappropriate contact between children and older users while retaining limited ways for children to communicate with friends. Roblox says its system is intended to support age-based chat, stronger controls for different age groups, and more appropriate restrictions around communication.
For children ages 9–12, “trusted friends” does not mean unrestricted access to every Roblox user. A child may still be unable to start a conversation if the account has not completed the required age check, a parent has disabled the feature, the region does not support it, or the connection does not meet Roblox’s requirements.
What does “outside games” mean?
Roblox communication can occur in two broad places:

- Inside an experience: Text chat or other communication that occurs while players are in a game or experience. This remains subject to safe-chat filters, moderation, age-based rules, parental consent, and the experience’s own configuration.
- On the Roblox platform: Direct messages, friend communication, group conversations, and other social features that do not depend on being inside a particular experience. These are more restricted for younger users.
A child who cannot use platform chat may still see chat in an eligible game. The reverse can also happen: an experience may have chat disabled, or an account may fail the age, consent, or regional requirements even when another player can use the same feature.

Are all chat features available to children under 13?
No. Roblox specifically distinguishes ordinary filtered chat from more expressive or less-filtered communication.
Party Voice and chat features with fewer filters are not available to users under 13. These restrictions are separate from ordinary text chat inside an experience and from limited communication with trusted friends.
Roblox also says that text and voice communications are monitored for critical harms and filtered according to age and connection type. Image and video sharing in chat is prohibited. Those safeguards reduce risk, but they should not be treated as a guarantee that every interaction is safe.
Why Roblox introduced the restrictions
Roblox presents the policy as part of a child-safety and age-assurance program. The central concern is inappropriate communication between children and older users, particularly through channels that allow users to contact one another outside a shared game.

However, an age-check system is not the same as complete prevention. Children may still interact with others inside experiences where communication is enabled, and safety controls can vary by region, feature, account configuration, and experience. Parents should continue to treat Roblox as an online social platform rather than assuming that a restriction eliminates all contact.
What parents should check
If a child suddenly cannot use a chat feature—or can still use more communication than expected—check the account rather than relying on the original 2024 headline.
- Confirm the account’s age information. Roblox’s communication rules are age-based. An incorrect birth date can place an account in the wrong group and may not be something a child can simply change independently.
- Check age-check status. Roblox says users must complete an age check to use communication features. An account that has not completed the required check may have fewer options.
- Review parental consent. Roblox’s current guidance says users ages 5–9 need parental consent for Experience chat, while users under 16 need parental consent for Direct chat. The exact availability can also vary by region.
- Review communication and privacy settings. A parent may have disabled direct chat or other communication features. Roblox says parents of linked accounts can continue to manage direct-chat settings and certain experience permissions.
- Check the experience itself. A game creator can configure experience features, and not every experience offers the same chat tools. A missing chat box does not necessarily indicate a platform-wide ban.
- Check the connection. For ages 9–12, communication may be limited to trusted friends. A child might be able to chat with one friend but not another.
- Check the region. Roblox notes that regional restrictions can apply, so two accounts with similar ages and settings may not have identical features.
Parents with linked accounts can also use Roblox’s parental tools to view information such as friends, screen time, spending activity, and age-check status, in addition to managing relevant communication and game permissions.

Regardless of the chat setting, children should not share sensitive personal information such as their full name, address, school, phone number, passwords, exact location, or private photos. They should also avoid moving conversations to another app simply because Roblox chat is restricted.
Parents should explain that a person claiming to be the same age may not actually be the same age. Encourage children to block and report suspicious users and to tell a trusted adult if someone requests private information, asks to keep a conversation secret, or pressures them to move elsewhere.

- Users under 9 generally cannot send direct messages or chat with friends outside games.
- Users ages 9–12 may have filtered text or group chat with trusted friends.
- In-experience chat may still be available when the age, consent, region, account, and experience requirements are satisfied.
- Party Voice and less-filtered expressive communication are unavailable to users under 13.
- Age checks and parental controls now determine access more than the original “under 13” headline alone.
So the accurate answer is not “Roblox banned all chat for children under 13.” Roblox restricts and gates different communication channels, with the strictest limits applying to younger children and to messaging outside games.
