Nintendo describes 3DS-family compatibility with Nintendo DS games, subject to exceptions, and lists 3DS and DS software in its product specifications; neither source documents GameCube support. A 3DS can serve as a screen and controller for a GameCube game streamed from a PC, but in that setup the PC—not the 3DS—runs the game.
What Nintendo documents about 3DS compatibility
Nintendo’s 3DS specifications describe playing Nintendo 3DS and Nintendo DS software. Nintendo Support states: “With the exception of a few games which require the use of the AGB slot, all Nintendo DS games are compatible with Nintendo 3DS family systems.” That statement is specifically about DS games; it does not extend compatibility to GameCube titles.

On the official information available at Nintendo’s Nintendo 3DS product specifications and Nintendo Support’s DS compatibility page, GameCube games are not documented as playable on the 3DS.
Running a game on the 3DS is different from streaming it

So, if by “Can I play GameCube games on a 3DS?” you mean loading and executing the game on the handheld, the documented answer is no. If you mean using a 3DS as the display and input device while another machine runs the game, streaming is a separate, limited option.

Using a 3DS as a streaming client
Moonlight-N3DS is a homebrew streaming client for receiving games and applications from a PC. Its documentation requires custom firmware and identifies the New Nintendo 3DS as the target. It also says the original 3DS can be used with its hardware decoder disabled, but at a significantly lower frame rate than the New 3DS.
This does not make the 3DS a GameCube emulator: the PC hosts and runs the game, then streams video to the handheld. The project documentation is not an independent performance test and does not guarantee that a particular game, PC, wireless network, or 3DS will provide a satisfactory experience.

A community homebrew directory includes a listing for an experimental GameCube emulator. That listing alone is not evidence that commercial GameCube games run reliably, at playable speeds, or with broad compatibility on 3DS hardware. It is not enough to recommend local emulation as a practical way to play those games. Claims that a New Nintendo 3DS can run GameCube games locally should therefore be treated as unverified unless supported by current documentation or reproducible tests.
For a straightforward answer: Nintendo does not document native GameCube compatibility for the 3DS. Moonlight-N3DS offers a different arrangement, where a PC runs the game and the 3DS acts as a streaming client.
