In The Sims 4: Cats & Dogs, you can adopt Mayor Whiskers as a stray: find him, befriend him until the adoption interaction becomes available, then choose Adopt. You need the Cats & Dogs expansion and the base game; EA says the expansion requires The Sims 4 (EA’s Cats & Dogs page).
How to adopt Mayor Whiskers
- Find him as a stray. Brindleton Bay is a reasonable place to look, but sightings at particular lots do not establish a guaranteed spawn point.
- Build a friendship. Have your Sim use friendly interactions with Mayor Whiskers until the game indicates that your Sim has befriended him.
- Choose Adopt. Click the cat and select Adopt when the interaction appears. Player guidance on the EA forum says it should become available after the befriending message; the exact interaction timing is not officially documented (EA forum discussion).
Where to look for Mayor Whiskers
Start in Brindleton Bay, the world included with Cats & Dogs. Player reports mention Whiskerman’s Wharf, Deadgrass Island, and cat hangout lots as places they have seen him. Treat these as possible places to check, not fixed or guaranteed locations: the available guidance does not establish his spawn odds or a universal appearance schedule (Carl’s Sims 4 Guide; EA forum search-result discussion).

Other ways to add him to your household
Check Manage Households
If you do not find him in the world, check Manage Households for Mayor Whiskers and move him into your household if he is available there. This is an alternative to meeting and befriending him as a stray; it will not help if he is not present in the households available in your save (Carl’s Sims 4 Guide).
Use a cheat to add a stray
A guide also describes enabling testing cheats and Shift-clicking a stray to add it to the family. This bypasses ordinary adoption and changes normal gameplay. The guide does not establish a current, platform-by-platform command sequence, so use the game’s available cheat controls for your platform rather than assuming one exact input works everywhere (Carl’s Sims 4 Guide).

If Mayor Whiskers is missing
Some forum search-result discussions describe saves where players could not find him, alongside reports of him appearing in other saves. These are anecdotes, not evidence of a universal bug or a confirmed cause. Check Manage Households and search likely stray locations in Brindleton Bay, but neither approach guarantees that he will appear in your save (EA forum discussion; EA forum discussion).
