These relationships unfold through character quests and dialogue choices rather than a single romance switch. Pursue the relevant character’s quest arc, respond to their calls and messages, and choose options that support them. Some consequential decisions can make a route unavailable, so pay attention during the character’s missions instead of assuming every romance remains open throughout the game.

Romances are different from brief hookups
The four routes above are longer relationship arcs. The game also includes brief encounters, including paid Joytoy encounters. Rogue can have a brief intimate story, but that is not one of the four full long-term romance routes.

No new main romance opportunity is reported for Phantom Liberty; the expansion adds dialogue for existing partners. After finishing a partner’s romance quests, Romance Hangouts let V spend more time with Judy, Kerry, Panam, or River at V’s apartments, except apartments in Dogtown. PC Gamer’s guide, updated May 28, 2025, describes these hangouts and says the rest of its romance guide was rechecked at that time. The game mechanics described here are reported by editorial guides, not an official game manual.
