You can shape each hero’s options before a mission, but you cannot freely select any power at any moment during combat.
How choosing abilities works
Each hero has a unique set of abilities, represented by cards. Before a mission, you choose eight cards from that hero’s unlocked options to form their deck. The Epic Games Store guide describes those choices as a mix of Attack, Skill, and Heroic cards. You are customizing a hero’s deck, not assigning another character’s powers to them.

The abilities available to choose from grow through play. PlayStation’s launch tips say that using a hero more unlocks more of that hero’s abilities, so the full selection is not available from the start.
What happens to your chosen cards in battle
The game shuffles the decks of the heroes on your mission together and draws cards for your hand. Firaxis lead designer Joe Weinhoffer explained that each hero has a unique ability set used to form a deck of eight cards in the PlayStation Blog combat overview. Its published rules describe drawing up to six cards at the start of a turn, with three Card Plays and two Redraws per turn.

That means deck choices influence which abilities can appear, but they do not guarantee a particular card on a particular turn. You must work with the hand you draw and decide how to spend your available Card Plays and Redraws.
Attack, Skill, and Heroic cards

Heroism also pays for environment attacks, according to Firaxis’ combat explanation. When choosing cards, consider their role alongside their costs and effects: a deck needs useful damage and support, as well as ways to build the Heroism needed for high-impact plays.

What this means for Hunter customization
The Hunter is an original, customizable hero, but “customizable” does not mean inventing an entirely new character or freely assigning any Marvel hero’s powers. PlayStation describes customization in terms of the Hunter’s appearance, responses, and abilities, while the combat system still uses hero-specific ability cards. The official PlayStation game page identifies the game for PS5 and PS4; availability on other platforms depends on the platform and edition.
