No. Epic says players cannot create their own outfit for use in Fortnite. Players can design concepts or fan art and share outfit ideas on social media, but that does not make the design an equipable cosmetic. Epic’s official term is “outfit”; players commonly call these cosmetics skins.
What you can create—and what you can’t
A drawing, concept, or 3D model can express your idea, but it cannot be added to your Fortnite locker as a wearable outfit. Epic’s official support answer says: “You cannot create your own outfit to use in Fortnite.”
Two creative options, with different results

Epic describes UEFN as a tool for creating, developing, and publishing content in Fortnite. Its creator-program information describes Fortnite Developer as a way to make custom islands and interactive experiences—not player outfits.
How to share an outfit idea
Epic’s support guidance recommends posting outfit ideas on its social media channels and discussing them with other players. It does not identify a dedicated skin-submission portal or promise a formal review process. Epic’s Terms of Service say that if you send feedback, Epic is not obligated to do anything with it; submitting an idea does not guarantee action, credit, or payment.

UEFN asset and creator-program limits
Making an island is a separate creative route, and it comes with its own rules. Epic’s UEFN Supplemental Terms govern UEFN content and related rights. Epic’s asset-use guidance says only Epic-owned assets made available in UEFN may be used in an island or thumbnail; recreating or otherwise obtaining Epic assets does not grant permission to use them. These rules do not provide a workaround for adding a custom outfit to Fortnite.
Creator-program participation is not a skin-submission route or an automatic payment promise. Epic’s terms say compensation depends on acceptance into an applicable program, and creators must not imply that Epic endorses their work.

Why unofficial skin changers aren’t an answer
Epic’s official guidance does not establish any safe or authorized way to equip a custom outfit through a skin changer, modified client, or extracted game asset. The supported options are to share an idea or create permitted Fortnite content such as an island.
