Yes, you can break a turtle egg without Silk Touch—but you cannot collect it. Mining an egg without the enchantment destroys it and drops no egg item. To pick up and move an egg, use a Silk Touch enchanted tool.

The egg block breaks, but no turtle egg item drops. You can destroy an egg without a tool as well; that still does not let you collect it. The turtle-egg reference on the Minecraft Wiki describes the difference between breaking an egg and recovering it.

How do you collect and move turtle eggs?
Mine the egg with a tool enchanted with Silk Touch. The Silk Touch entry in the Minecraft Wiki enchantment table lists turtle eggs among the blocks that can be collected this way. The cited reference does not require a particular tool material, only the Silk Touch enchantment.

How can you avoid losing eggs?
Living entities can trample turtle eggs, so keep them protected while you work around them. If you do not have a Silk Touch enchanted tool, avoid mining eggs you want to keep; breaking them will destroy them rather than drop an item.
