It cannot simultaneously belong to two sets or award credit toward both. If a developer moves it, Steam changes that assignment; it does not create a second copy or backfill a second set. To represent the same milestone in two sets, the developer must create two separate achievement entries.
What “multiple sets” means on Steam
The confusing part is that Steam can show several achievement sets for one application. “Multiple sets” describes the number of sets available in a game, not duplicate membership for each achievement.

Achievements belong to an application
Valve’s Steamworks documentation defines achievements as application-specific. Developers configure them on the Achievement Configuration page in the Steamworks App Admin backend. An achievement created for one app is not a shared object that can be attached to unrelated games or copied between sets by a player.

Every app starts with a base-game set
The base-game set is always present. A developer can add custom sets for a particular mode, chapter, character, event, expansion or other slice of the same app. Those sets let Steam present separate goals without requiring the developer to put every achievement into one undifferentiated list.

Custom sets can be available to everyone or restricted to owners of selected downloadable content. That access rule controls who can see and complete the set; it does not give an achievement a second assignment.
How the assignment works
Each achievement has an In Set field. Think of that field as a single current destination rather than a collection of tags. At any given time, Steam uses the selected set when deciding where to display the achievement and which set’s progress should include it.

Can one achievement count toward two sets?
No. Steam does not treat one achievement record as two achievements simply because two sets have similar themes or completion requirements. Unlocking it contributes to the set to which its record is currently assigned.
For example, imagine a game has a “Finish the final mission” milestone in its base set and a story-expansion set. The developer cannot place that one record in both lists. To show an equivalent expansion milestone separately, the developer would define another achievement entry, with its own name, identifier and unlock event. The two entries might use the same or nearly identical conditions, but Steam tracks them independently.

This distinction matters for completion. A player who unlocks the base-set entry has not automatically unlocked a separate expansion entry. Conversely, unlocking the expansion entry does not silently complete the base set unless the relevant base-set achievement is also unlocked.
What if a developer moves an achievement after release?
Valve allows a developer to move an achievement to a different set after release. That operation is a reassignment, not duplication. The achievement has a new current set; it does not remain active in the old set as a second credit.
Why Steam warns about a move
The Steamworks editor warns when a move could hide the achievement from players who already earned it or affect players’ completion. The warning exists because changing the set changes the context in which Steam displays and counts the record.
What a move does not do
- It does not create a second achievement ID.
- It does not award simultaneous completion in the old and new sets.
- It does not turn one unlock into two separate set credits.
- It does not guarantee that an old set’s completion state will remain unchanged.
What players should expect
If a developer relocates an achievement, the visible list and completion totals can change according to the new assignment. A player who earned it before the move may see the achievement displayed differently, or may encounter a completion calculation affected by the relocation. Steam’s editor warning specifically identifies the possibility of hiding an earned achievement or affecting completion, so developers should not move live achievements casually.

How unlocking and completion appear to players
Players continue to unlock achievements by playing the game normally. There is no separate “claim” action for each set and no player setting that makes one achievement count twice.
Progress is tracked per set
When a game supports Achievement Sets, Steam shows progress for each set separately. A player can therefore have a different completion percentage or unlocked count in the base set and in a DLC or event set. The separation is about reporting and completion goals, not duplicate ownership of an achievement record.
Set-complete trophies
Valve’s player-facing explanation says Steam adds a set-complete trophy to the player’s profile after every achievement in a set has been unlocked. Completing one set does not automatically complete another set that contains different entries. If a developer created two separate records for equivalent milestones, both records must be earned for both sets to reach their respective completion conditions.
How developers model the same goal in two sets
When the design calls for equivalent milestones in separate groups, the correct solution is to create separate achievements rather than trying to assign one record twice.

Use separate records
- Create one achievement entry for the first set and assign it to that set through the In Set field.
- Create a second achievement entry for the other set.
- Give each entry a distinct identifier and configure the trigger for the intended mode, chapter, character, event or DLC.
- Test each trigger and confirm that the unlock appears in the intended set’s progress list.
Keep the player-facing purpose clear
Similar names can be confusing if two entries represent related goals. Distinct descriptions, icons or contextual wording help players understand why both exist. The underlying records still remain independent even if the conditions are identical.
Account for access restrictions
If one set is restricted to owners of selected DLC, the separate entry belongs to that restricted set. The base-game entry can remain available to all players. A restriction changes visibility and eligibility for the set; it does not create cross-set credit for the unrestricted entry.
Common scenarios

Limits and status of the Achievement Sets system
Valve documents Achievement Sets as a beta feature. The documented limits are important when a developer is planning a large game or live-service structure.

These ceilings do not change the membership rule. Whether an app has two sets or the maximum documented number, an individual achievement still has one current set assignment.

Why the distinction matters for completion and updates
Completion percentages can be recalculated
Because Steam reports progress separately, adding, removing, or moving achievements can alter the denominator or the visible contents of a set. A player may therefore see a completion state change after a developer update even without replaying the relevant content.
Earned achievements can become harder to find
A reassigned record may no longer appear where the player originally encountered it. Valve’s warning about hiding an achievement earned before a move is a practical reason to plan set membership before release and to communicate major changes clearly.
Equivalent objectives are not interchangeable
Two achievements can ask for the same action but still be different records. Steam’s completion system follows record identity and set assignment, not semantic similarity in the text of the objective.

What players can check when a set looks wrong
Players cannot change an achievement’s set themselves, but they can diagnose what they are seeing:
- Open the game’s achievement view and identify which set contains the unlocked or locked entry.
- Check whether the set is a base-game, DLC, event, mode or other custom group.
- Confirm that the account owns any DLC required for a restricted set.
- Compare the set’s unlocked count with its total rather than assuming progress carries over from another set.
- If an achievement disappeared or a completion total changed after a game update, treat a developer reassignment as a possible cause.
If two entries have similar names, compare their descriptions and set headings. Similar wording does not prove that Steam considers them one achievement, and unlocking one will not necessarily unlock the other.
Developer checklist before publishing or moving achievements
- Decide whether each milestone belongs in the base set or a custom set.
- Use a new achievement record when two sets need equivalent goals.
- Set DLC visibility rules deliberately for restricted sets.
- Review how each set’s total and completion trophy will look to players.
- Test unlocks in every relevant set, including accounts with and without required DLC.
- Before moving a released achievement, read Steamworks’ warning and assess whether the change could hide earned achievements or alter completion.
- Document the intended lifecycle of active and archived achievements so later updates do not accidentally create confusing progress changes.
Bottom line
Steam’s rule is “one achievement, one current set assignment.” Multiple sets can coexist within a game, and two separately created achievements can represent the same kind of milestone, but one Steam achievement cannot simultaneously count toward two sets. Moving it changes where Steam tracks it; it does not grant a second set credit.
