You can apply a sand path to land behind the beach for a beach-like look, but that’s cosmetic: it doesn’t move the water’s edge.
What Island Designer can—and can’t—change
Island Designer lets you customize parts of your island, including paths and ground covering. With the appropriate permits, you can also alter cliffs and bodies of water such as rivers and ponds. Nintendo outlines these tools in its Island Designer tips.
The beach and coast are outside those editable areas. You can’t use terraforming to push the shoreline outward, reshape the beach, or remove the beach rocks. Gameplay guides from GameWith and iMore likewise distinguish the fixed coast from the areas Island Designer can modify.
How to make the beach look bigger
Lay a sand path on nearby inland ground to extend the beach’s sandy appearance. The path changes the look of that ground, not the island’s actual boundary: the shoreline and beach rocks remain where they are.

What about Slumber Islands?
Nintendo’s version 3.0 information describes terraforming on Slumber Islands, a separate feature. It does not mean you can edit the beach boundary of your main island. See Nintendo’s version 3.0 update page for details.
