Which legendary Pokémon can be shiny in Omega Ruby?
Most legendary encounters in Omega Ruby are not shiny-locked. That includes Reshiram, which is found at Fabled Cave, along with eligible encounters at Mirage Spots and other locations. The game’s version-specific encounter roster and unlock details are listed in Serebii’s Omega Ruby and Alpha Sapphire legendary guide.
“Shiny-locked” means the game prevents a particular encounter from appearing shiny. Serebii’s shiny guide lists the ORAS locks, and Bulbapedia independently notes that these shiny forms cannot be encountered in the wild in these games.
Which Pokémon are shiny-locked in Omega Ruby?

The corresponding Kyogre encounter is shiny-locked in Alpha Sapphire. These restrictions apply to the encounters in ORAS; resetting does not bypass them.

Can you get a shiny Groudon in Omega Ruby?
Not from the Cave of Origin encounter. Because Omega Ruby’s story Groudon is shiny-locked, repeated soft resets will only reroll a non-shiny result. The same limitation applies to the Rayquaza and Deoxys encounters listed above.
That does not mean a shiny of one of these species can never appear in an ORAS save file. Bulbapedia notes that shiny Groudon, Kyogre, Rayquaza, and Deoxys caught in Generations III or IV can be transferred into Omega Ruby or Alpha Sapphire. That is different from catching one shiny in its ORAS encounter.

How to shiny hunt an eligible legendary
- Meet the requirements for the encounter and reach the Pokémon’s location.
- Save before interacting with or triggering the Pokémon.
- Start the encounter and check whether the Pokémon is shiny.
- If it is not shiny, soft reset using L+R+Start/Select, then repeat the encounter.
- When it appears shiny, capture it normally.
This method works only for eligible encounters. The Pokémon ORAS Wiki describes the soft-reset method and button combination in its soft-reset guide; resetting a shiny-locked encounter cannot produce a shiny.

The Pokémon ORAS Wiki reports static-encounter odds of 1/4096 without the Shiny Charm and 1/1365 with it, and says the charm benefits static encounters unless they are shiny-locked. These are figures reported by that secondary guide, not a Nintendo statement or a cited independent study. They do not apply as a route to shiny Groudon, Rayquaza, or Deoxys in their locked ORAS encounters.
