Yes, Arthur can attempt to ride into Blackwater, but during the main story it is hostile and not a dependable place for ordinary free-roam exploration. Crossing into the area is not the same as being able to explore it safely. For normal, full exploration, the usual route is to continue to the epilogue and play as John Marston.
Why Blackwater is dangerous for Arthur
Blackwater is part of the opening setup of Red Dead Redemption 2: after a robbery there goes wrong, Arthur Morgan and the Van der Linde gang are forced to flee. Rockstar’s official game page and the PlayStation game page establish that story context. For the practical details of access, a gaming guide describes Blackwater and the surrounding early-access area as hostile to Arthur during the main story.

That means an attempt to enter should not be treated as safe, unrestricted access. You may be able to ride toward or into the area, but the danger and constraints make it different from normal exploration elsewhere in the map.

Should you try to get there early?

The historical video is an example of an attempt, not proof of a currently reliable method.

If your goal is to explore normally and avoid disrupting the main story’s progression, wait for the epilogue. The evidence supports that as the standard route; it does not establish a precise boundary route or an exception that makes early Blackwater access safe.
