It depends what you mean by “ROMs.” A microSD card can store supported downloads and homebrew application files, but it does not install commercial game ROMs or bypass Switch security. Nintendo says downloading or uploading unauthorized copies of its games is illegal; homebrew apps are a separate category.
What “installing ROMs” can mean
People often use “ROMs” to mean different things: unauthorized copies of commercial Switch games, user-created homebrew applications, or classic games played through an emulator. Those are not interchangeable. Putting a file on a microSD card is storage; it does not make a commercial game copy authorized or make the console able to run it.
Commercial game copies
Nintendo calls unauthorized copies of its games ROMs and says files shared through peer-to-peer networks or third-party links are unauthorized. Nintendo’s Intellectual Property & Piracy FAQ states: “The uploading and downloading of pirate copies of Nintendo games is illegal.” That is Nintendo’s statement; applicable laws and exceptions vary by jurisdiction. Owning a game does not, by itself, establish that every copying or circumvention method is lawful.
Homebrew applications
Homebrew refers to user-created software, rather than copies of Nintendo’s commercial games. The community-maintained Switchbrew Homebrew Applications documentation describes placing homebrew application files in a switch/ folder on an SD card, or in a named subfolder. This is not Nintendo authorization, does not mean ordinary official firmware supports arbitrary ROMs, and is not an installation guide for commercial game copies.

Classic games and emulators
Playing a classic game through an emulator is another distinct case. Whether a particular game file is authorized depends on its source and the applicable law; the word “emulator” does not make an unauthorized game copy legitimate. The sources here do not establish a supported official Switch method for loading arbitrary classic-game ROM files.
What Nintendo warns about circumvention
Nintendo describes mod chips and piracy cartridges, among other products, as unauthorized products that can bypass security measures to enable unauthorized copying, modification, or play of game files. Nintendo warns that such products may damage a device, that damage is not covered by its warranty, and that use may reduce functionality or cause a console to stop working after network updates. These are stated risks, not a quantified likelihood or a guaranteed outcome.

Nintendo says Switch, Switch Lite, and Switch OLED support microSD, microSDHC, and microSDXC cards. Its microSD Card FAQ lists microSDXC capacities up to 2 TB and says a system update is required to use microSDXC. A card can store downloadable software, updates, DLC, screenshots, and video; game save data remains in system memory, according to Nintendo’s Data Management FAQ.

Nintendo recommends a high-speed UHS-I card and gives a transfer-speed guideline of 60–95 MB/s. That is storage guidance, not a way to install unauthorized ROMs or bypass console security. Switch 2 is different: Nintendo’s compatibility guidance specifies microSD Express for game storage on that console, so check the model before buying a card.
