The Netherite Upgrade system applies to eligible equipment, and Mojang’s documentation does not list shields as a target.
Why you can’t upgrade a shield to netherite
A Netherite Upgrade Smithing Template is used to upgrade supported equipment; it is not a general-purpose way to apply netherite to any item. Mojang’s Java Edition 1.20 notes describe the template-based upgrade system but do not include shields among its targets. The documented vanilla mechanics therefore provide no netherite shield recipe.
The template system also has its own requirements: Netherite Upgrade Smithing Templates are found in Bastion Remnant chests, and the Java 1.20 notes specify that each treasure-room bastion contains two. Templates are consumed when used. Mojang’s Java Edition 1.19.4 notes explain that templates can be duplicated in a crafting table using the template, seven diamonds, and the material block associated with that template. None of these steps creates a shield upgrade recipe.
Armor trims and shield customization are different
Armor trims are a visual customization feature, not a way to make equipment netherite. Mojang lists helmets, chestplates, leggings, and boots as armor-trim targets; shields are not included in that list in its Java 1.19.4 notes or Java 1.20 notes.

Bedrock has shield customization, but that is separate from the Netherite Upgrade system. Mojang discusses the features separately in its Bedrock Trails & Tales update notes; customization does not add a netherite shield recipe.
What if you play with mods or datapacks?
A mod, datapack, or server plugin can add custom items or recipes, including a netherite shield. That would be custom content rather than a vanilla Minecraft feature, so check the documentation or recipe list for the specific modpack or server you use. Microsoft’s Bedrock item enumeration lists a shield and netherite items but no netherite shield item, consistent with the vanilla answer for Bedrock.
