Yes—but only certain followers can become spouses in vanilla Skyrim. Being able to recruit an NPC as a follower does not make that character marriageable. You must also complete the marriage setup, meet any character-specific requirements, and wear an Amulet of Mara when speaking to an eligible candidate.
How to marry an eligible follower

Speak with Maramal in Riften about marriage. This establishes the general marriage setup. See the Prima Games guide to “The Bonds of Matrimony” for the procedure.

Get and equip an Amulet of Mara. The amulet is needed to initiate marriage dialogue with a candidate; it does not make an otherwise ineligible NPC marriageable.

Complete the candidate’s prerequisite, if they have one. Some NPCs require a personal task or a sufficient relationship with the player before marriage dialogue becomes available.

Speak to the follower while wearing the amulet. If the NPC is eligible and any requirements are met, the proposal dialogue should be available.
Why not every follower can marry you
Follower recruitment and marriage eligibility are separate systems. A 2022 Nexus Mods community technical article describes marriage eligibility in terms of the NPC’s voice having marriage dialogue, the NPC belonging to the potential-spouse faction, and a positive relationship with the player. That is a technical community explanation, not an official Bethesda list of eligible characters.

As examples, a secondary SkyrimMap follower guide identifies many housecarls, Companions, College members, and hirelings as marriageable, while listing Serana, Cicero, Frea, Erandur, Kharjo, J’zargo, Faendal, and Sven as unavailable in vanilla. Treat individual entries as guide claims rather than a definitive official roster, especially if your game is modded.
Can you marry Serana?
Not in vanilla Skyrim, according to the cited SkyrimMap guide. Mods can change marriage eligibility, but what is available and how it works depends on the specific mod and platform. For example, Bethesda Creations lists “Marriage All XBox1”; that Xbox listing does not establish availability on other platforms. Check the chosen mod’s listing and instructions before relying on it.

Make sure the Amulet of Mara is equipped when you speak to the candidate.

Check whether the character is actually marriageable in your version and whether a personal prerequisite remains incomplete.

If you installed a mod, check its instructions and platform compatibility; it may change eligibility or require additional steps.
