Yes, usually. Prepare the game while your computer is online, launch it once, save your Steam credentials, and select Steam > Go Offline. You can then play locally without an active Steam connection, provided that particular game does not require always-online authentication or a separate launcher.

A claimed game also follows the Steam account that owns it. Sign into that same account on another compatible computer, install the title, or use Steam’s Local Network Game Transfers to copy the files over your home network. A Steam Deck can be the receiving device. If you do not want a second installation, Steam Remote Play or Steam Link can stream the game from the original PC instead.

What happens when you claim a free Steam game?

Claiming a game adds an entitlement to your Steam account. The entitlement is not tied permanently to the first computer that downloaded it. On another computer, Steam checks the account you sign into and shows the game in that account’s library when the entitlement is still valid.

An installed game folder by itself is not proof of ownership. Steam can leave files on a drive even when the account no longer owns the title or no longer has access through Family Sharing; the client may then refuse to launch it. The reliable sequence is to install Steam on the second computer, sign into the owning account, and let Steam verify or install the game.

Can a claimed free game run offline?

Steam defines Offline Mode this way: “Offline Mode allows you to play games through Steam without having an active connection to the Steam Network.” Offline play is therefore possible, but it is not automatic and it is not guaranteed for every title.

The game must support local play after its first-run setup. Games that require a live server, continuous account checks, or an external launcher that must sign in will not work merely because the base game was free. Valve also warns that Steam cannot bypass the need to connect if your saved login information is unavailable.

Prepare Steam for offline play

Do this while the computer still has a reliable internet connection. The preparation is stored on that computer, so repeat it for each device on which you want to play offline.

  1. Sign in to the owning account. Connect the computer to the internet and log in to the Steam account that claimed the game.
  2. Finish the installation. Install the title and wait until Steam reports that downloads, updates, and shader or file processing are complete.
  3. Launch once online. Start the game from Steam. Complete first-run configuration, an account sign-in requested by the game, graphics setup, redistributable installation, or any other initial wizard. Some titles do not create their local files until this first launch finishes.
  4. Close the game normally. Exit through the game’s menu where possible, then wait for Steam to finish any final cloud or update activity.
  5. Keep credentials saved. Leave the Steam sign-in information stored and keep the Remember me option enabled. If Steam cannot access the cached login data later, it may require an online sign-in.
  6. Enter Offline Mode. In the desktop client, choose Steam > Go Offline, confirm the restart if prompted, and allow Steam to reopen without contacting the Steam Network.
  7. Test before travelling. Disconnect from Wi-Fi or unplug the network cable and launch the game. Testing now exposes an always-online or external-launcher dependency before you are away from the internet.

There is no universal offline grace period published for Steam. Offline availability depends on the game’s own authentication and launcher design rather than a single number of permitted days.

Why offline launch can fail

The game requires a live connection

Online-only games, titles whose core session runs on a server, and games that perform mandatory online entitlement checks cannot be converted into offline games by Steam’s setting. A free-to-play label does not change that technical requirement.

A separate launcher needs to sign in

If a title opens another launcher or service, that program may require its own account session even when Steam itself is in Offline Mode. Complete every available sign-in and first-run step while online, but do not assume this will make an always-online launcher work without a connection.

Steam does not have usable cached credentials

Offline Mode relies on the local login information saved during an earlier online session. Clearing Steam’s data, changing accounts, disabling the saved-login option, or using a machine where the account has never signed in can remove the information Steam needs. Reconnect, sign in to the owning account, enable Remember me, and repeat the preparation sequence.

An update is still pending

Steam may block a launch while a required game or client update is incomplete. Return online, let the download finish, launch the title once, and then switch to Offline Mode again.

Use the claimed game on another computer

The second computer needs a compatible operating system and enough storage for the game. The key requirement is account access, not ownership of the original machine.

  1. Install the Steam client on the second computer.
  2. Sign in with the Steam account that claimed the game or otherwise legitimately owns access to it.
  3. Open the Library, select the title, and choose Install.
  4. Allow Steam to complete the download and any required first-run setup.
  5. Launch the game online at least once on that computer if you intend to use that computer’s Offline Mode later.

Signing out of the first computer does not transfer the entitlement away from it. The same account can use its library on multiple computers, although Steam’s account and Family Sharing rules still control who may access a title at a particular time.

Move the installation without downloading it again

Steam’s Local Network Game Transfers copy game installation and update files from one PC to another over a local network. This is useful when both computers are in the same home and the game is already downloaded on one of them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Requirements

  • Both devices must be running Steam and be online.
  • They must be able to discover each other on the same LAN; guest Wi-Fi isolation, firewalls, or different network segments can prevent discovery.
  • The receiving device must be signed into an account that is allowed to install the game.
  • The destination needs enough free storage and a compatible installation location.

Transfer procedure

  1. Start Steam on both computers and sign in.
  2. Make sure the source computer has a complete, current installation of the game.
  3. On the destination computer, begin installing the same title from the Library.
  4. Steam checks for an eligible local source and, when the clients can see each other, transfers the installation and update data over the LAN instead of fetching all of it from the internet.
  5. Leave both clients running until Steam verifies the copied files and marks the game ready.

Valve’s default transfer setting permits transfers between the user’s own devices. The feature is not a general way to copy a game to an unrelated account: the destination still needs the appropriate account entitlement.

Transfer to a Steam Deck

A Steam Deck is explicitly supported as a destination in Valve’s local-transfer example. Keep the home PC and Deck online on the same network, sign into the account that owns the game on the Deck, and start the installation there while the source PC is running Steam. If the devices discover one another, Steam can copy the game files locally and then verify them on the Deck.

After the transfer, the Deck still follows the game’s platform and launcher requirements. A Windows-only title may need a compatible compatibility layer, and an online-only title remains online-only; local file transfer changes where the files come from, not what the game requires at launch.

Stream instead of installing: Remote Play and Steam Link

Remote Play and Steam Link use a different model. The original PC runs the game, while a compatible second device receives a video stream and sends controller, keyboard, or mouse input back to the host. The second device therefore does not need a full local copy of the game.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Best use case: the host PC has the storage, graphics power, and game installation, while the second device is a laptop, handheld, TV-connected device, or another screen.
  • What it still needs: the host must be powered on and running Steam, and both ends need a sufficiently stable network connection.
  • What it does not provide: independent offline play. If the host is shut down or the network path is unavailable, streaming stops.

Which method fits your situation?

Method Where the game runs Internet during play Main limitation
Offline local play The prepared computer Not required after preparation Fails for titles requiring an active connection or external online launcher
Second local installation The second computer or handheld Required for sign-in and installation; not necessarily during play if the title supports Offline Mode The account must own or have access to the game, and the device needs storage
Local Network Game Transfer The second computer after files are copied Both Steam clients must be online and visible on the same LAN during transfer It reduces internet downloading but does not remove entitlement or compatibility checks
Remote Play or Steam Link The original host PC Required for the host-to-device stream Performance depends on the host and network; the second device does not play independently

What “free” does and does not change

Valve says free-to-play games can be downloaded and played without a subscription or credit card. That removes a payment requirement, not the game’s own technical or service rules. A free claim can still depend on an account, a supported platform, an external launcher, or a live server.

Valve Steam Deck 1TB Upgraded Handheld Gaming Console with Carring case, 1280 x 800 OLED Display Silicone Soft Cover Protector & Joystic Cap & Tempered Glass Film Bundle
  • Valve is entering the gaming console marketplace with the new Steam Deck, a console geared towards PC gamers. The Steam Deck can be docked to a monitor, and used as a PC, or docked to a TV.
  • Players can play a huge variety of games at any time with the comfort of a console and the freedom of a PC. Not anti-glare screen.
  • Like the name suggests, the Steam Deck will include upgraded 1TB storage, and will include a carrying case. A micro SD slot will also enable expanded storage.
  • Valve partnered with AMD to create a specialized APU optimized for handheld gaming, and Valve says the chip will deliver performance to run AAA gaming titles.
  • The Steam Deck is outfitted with a 7-inch touchscreen, and two trackpads under the control sticks that allow gamers to operate games never designed outside of mouse and keyboard capabilities.

For a limited-time giveaway or another claimed entitlement, keep the account that accepted the offer. The entitlement is checked through that account when you install on a new computer. If the offer had an expiration condition, regional restriction, or later access change, Steam’s account status determines whether the title remains available.

Troubleshooting checklist

The game is missing on the second computer

  • Check that you signed into the exact account that claimed the game.
  • Look in the Library rather than relying on an old desktop shortcut.
  • Confirm that access was not supplied only through Family Sharing and that the sharing relationship still permits the title.

Steam says it must go online

  • Reconnect and sign in with Remember me enabled.
  • Complete all client and game updates.
  • Launch the title successfully online, close it, and select Steam > Go Offline before disconnecting.

The local transfer does not appear

  • Keep both Steam clients open and online.
  • Put both devices on the same home network, not an isolated guest network.
  • Check that firewalls or security software are not blocking local Steam discovery.
  • Start the installation on the destination; Steam needs an active install request before it can offer a source device.

The game launches but cannot connect

That is usually a game-level requirement rather than a file-transfer problem. Check whether the title needs a server, a separate launcher, or an online account check. If so, Offline Mode cannot provide a workaround.

Bottom line

A claimed free Steam game normally follows the account that claimed it. Prepare and test it online before selecting Offline Mode for local play; install it on another computer with the owning account; use Local Network Game Transfers to avoid downloading the same files twice; or stream it through Remote Play when a second device should not hold an installation. The decisive exception is game-specific: always-online and external-launcher requirements remain in force, and Steam publishes no universal percentage of games that work offline or universal offline time limit.
