A fan-made PC project called the Liberty City Preservation Project recreates GTA IV’s Liberty City inside GTA V. Its developers describe the city as a map conversion alongside Los Santos, with GTA IV vehicles, pedestrian models, and radio content. It is a mod—not an official GTA Online feature—and its published play paths are offline single-player and FiveM.
Which Liberty City project is playable?
The Liberty City Preservation Project, made by the World Travel team, announced its release on January 15, 2024. The project site describes a complete Liberty City map conversion alongside Los Santos and lists GTA IV vehicles with HD interiors, pedestrian models, and original radio stations and tracks. Those are the project’s own descriptions, not independently verified performance or feature testing.

It is important not to confuse this project with OpenIV’s earlier effort also called “Liberty City in GTA V.” That separate project was canceled in 2017; its team said it would not be released because it conflicted with Rockstar’s modding policy. The 2024 Preservation Project is not the release of that canceled project. The reproduced OpenIV team statement documents the historical cancellation.
What do you need to play it?
The project installation guide lists a PC copy of Grand Theft Auto V from Steam, Epic Games, or the Rockstar Games Launcher, plus OpenIV and ScriptHookV. The published guide’s installation path is to download and extract the archive, open OpenIV’s Package Manager, then install each .oiv package.

- Check the project site’s current download and requirements, since mod files and compatibility can change.
- Install or open OpenIV and make a backup of the original game files before altering them. The project guide explicitly says: “Always backup your original game files before installing any mods.”
- Download and extract the project archive, then use OpenIV’s Package Manager to install each included
.oivpackage as directed by the current guide.
These are the project’s documented steps, not a guarantee that the current GTA V build or tool versions will work together. Confirm the latest requirements on the project site before installing.
Can you use it in single-player or FiveM?
The project documents an offline single-player download and a separate setup for FiveM server owners. It does not describe the mod as an official GTA Online feature. Its FiveM notes call for a server with sufficient resources and a fast SSD for optimal loading; treat that as the project’s guidance rather than an independently measured minimum specification.

What can conflict with the mod?
The project says visual enhancement mods, vehicle handling changes, weather or timecycle mods, and sound replacements are compatible categories. It warns against other map replacements, mods that alter core game files, outdated script mods, and conflicting vehicle packs.
- Install additional mods one at a time so a conflict is easier to identify.
- Keep backups of configurations that work.
- If the game breaks or the map does not load, remove recent additions first and restore the backed-up original files as needed.
Compatibility depends on the particular mods and versions in use. The project site includes download and update sections, but the compatibility information available here does not establish support for the latest game and tool versions.

How is Liberty State different?
Liberty State is a separate mod, not another name for the Preservation Project. Its Nexus Mods listing describes a GTA V Legacy Story Mode single-player port of a GTA IV mod that adds rural and countryside areas to Liberty City. The listing labels it version 1.0 and says it was last updated June 13, 2025; it also names game configuration and adjustment mods as requirements. Check its Nexus Mods listing for the exact files and dependencies before use.
A January 5, 2025 LibertyCity.net report described a Preservation Project version with NPCs, a subway, police, traffic, a functional map, GTA IV radio stations and vehicles, and HD textures. It reported download sizes of 30 GB or 11 GB depending on PC specifications. Those are figures from that report about the version it covered, not confirmed current download sizes.

Does Rockstar officially support the project?
No official endorsement is established here. The Preservation Project is a third-party mod, and Rockstar’s support page points readers to its terms and mod guidelines; it does not determine whether this specific project is permitted. Review Rockstar Support’s current guidance and the mod’s own instructions before proceeding.
