PPSSPP’s official FAQ answers the question directly: “No, it can’t.” (PPSSPP FAQ)
Why GTA V does not run in PPSSPP
PPSSPP is a PSP emulator, not a general-purpose game emulator. Its supported software is games and other applications originally made for the PSP; PSP titles were distributed on UMD discs or as downloads for the console. GTA V is not one of those titles, so a file advertised as a “GTA 5 PPSSPP ISO” cannot be an authentic PSP release of GTA V. (PPSSPP: Introduction; PPSSPP FAQ)
Downloads using that label may instead be a fan-made project, a different GTA game, or an unrelated file. The label alone does not make the content GTA V or establish that it is safe or functional.
Real GTA games you can play with PPSSPP
Rockstar documents PSP versions of Grand Theft Auto: Liberty City Stories and Grand Theft Auto: Vice City Stories. These are separate games made for PSP—not versions of GTA V. To play one in PPSSPP, you need compatible PSP game data from a legitimate copy. (Rockstar Support: PSP versions of Vice City Stories and Liberty City Stories)

Rockstar’s note about PSP performance identifies variables such as PSP model, firmware, Memory Stick quality, and whether the game is played from a UMD or an installation. That guidance concerns PSP hardware; it is not a performance test or guarantee for PPSSPP on a phone or computer.
If you want GTA V itself
Rockstar lists Grand Theft Auto V among the titles supported by Rockstar Games Launcher. Check Rockstar’s current information for the edition, device, and region you intend to use; that listing does not make the game compatible with PPSSPP. (Rockstar Games Launcher supported titles)

There are two different choices, depending on which game you want:
| Route | What you get | Limitation |
|---|---|---|
| Play a PSP GTA title in PPSSPP | A genuine PSP game, such as Liberty City Stories or Vice City Stories. | It is not GTA V; you need compatible PSP game data from a legitimate copy. |
| Use an official supported platform for GTA V | GTA V itself through a Rockstar-listed route such as Rockstar Games Launcher. | Check current device, edition, and regional availability. It does not run in PPSSPP. |
What Rockstar’s emulation support statement means
Rockstar says it does not provide support for its titles within virtual or emulated environments. That is separate from PPSSPP’s compatibility answer: PPSSPP’s FAQ explains that the emulator runs PSP games only, while Rockstar’s statement describes the support Rockstar offers for its games in emulated or virtualized environments. (Rockstar Support: emulation or virtual machines)
