PAC-MAN MUSEUM+: five games have offline-play markings
The official PAC-MAN MUSEUM+ page marks five titles for offline simultaneous play: PAC-ATTACK, PAC-MAN ARRANGEMENT Arcade ver., PAC Motos, PAC-MAN BATTLE ROYALE and PAC-MAN 256. The collection is listed for PlayStation 4, Xbox One, Nintendo Switch, Steam and Windows PC.
That marking is specific to those games. It should not be read as a promise that every game or feature in PAC-MAN MUSEUM+ works offline. Check the exact platform and the game or mode you intend to use before buying or disconnecting.
Connect-N-Play: a console-free physical option
Bandai’s PAC-MAN Connect-N-Play puts 12 classic games in a unit that connects to a TV, with “no console required.” It takes four AA batteries, not included. This is an offline-oriented setup because the games are built into the device, but Bandai’s product page describes the hardware and power rather than explicitly confirming network requirements.

PAC-MAN 99: online service ended, but some add-on modes remain
PAC-MAN 99’s online service ended on October 8, 2023, according to the official service announcement. Bandai says owners of either paid add-on can continue playing CPU BATTLE, BLIND TIME ATTACK and SCORE ATTACK offline. These conditions matter: the offline modes are tied to owning one of the specified add-ons, not simply to having played PAC-MAN 99 before.
