What “Xbox games” means on a handheld PC
A Windows gaming handheld runs PC software. The Xbox PC app gives access to supported PC games and participating Xbox Play Anywhere titles; it does not turn the entire Xbox console catalog into PC games. A game installed locally can potentially launch without Wi-Fi after the device and its license have been set up online. Xbox Cloud Gaming
Cloud Gaming streams gameplay rather than running a locally installed copy. It therefore cannot be used offline. If you expect to play without a connection, install the PC version of an eligible game beforehand rather than relying on a cloud session.
Prepare a Windows handheld before going offline
For the ROG Ally family, ASUS documents an offline setup for Microsoft Store games. The exact labels and options may differ on other devices or change with Windows and app updates, so treat these as ASUS’s instructions for its documented setup—not a universal procedure for every handheld or game.

- Connect the handheld to the internet and sign in to the account that owns the game or has the relevant subscription entitlement.
- Download and install the PC game you plan to play. Confirm that it is a PC version available to your account.
- On the ROG Ally, open Microsoft Store settings and turn on Offline Permissions.
- While still online, launch each game you intend to play offline at least once. This gives the game and license a chance to complete their initial checks.
- Before leaving, test the game with Wi-Fi disconnected. Confirm that it reaches gameplay rather than only opening a launcher or presenting an online sign-in prompt.
ASUS says its documented setup permits offline play on one logged-in Windows handheld when the games were launched within the prior 14 days; it also describes designating an offline device as a separate option. That 14-day guidance belongs to ASUS’s instructions for this setup. It should not be read as a universal offline period for every game, account, subscription, or licensing route. Why offline access can expire or fail
Licenses need online preparation and periodic renewal
Microsoft’s Xbox Game Development Kit documentation describes an “Offline PC” as a Windows device designated for limited offline play. A title’s license must first be acquired and downloaded while online, and the license must be renewed periodically. The documentation does not set one refresh interval that applies to every title. Microsoft says an account can change its designated offline PC up to three times in a 365-day period. This is a licensing limit, not a promise that any particular game will remain playable offline for a year. Details appear in Microsoft’s Product sharing model for games.

Subscriptions are not permanent ownership
PC Game Pass applies across compatible Windows devices, but access still depends on the applicable entitlement and license rules. A subscription game may stop being available if the subscription entitlement is no longer valid; an individually purchased game can also perform licensing checks. Do not assume that downloading a title creates permanent offline access. Microsoft’s digital-goods usage rules describe the rules that apply to digital content.
The game itself may require a connection
Offline device settings cannot make an online-only game offline. A title may require a server connection for authentication, multiplayer, progression, a third-party launcher, or another feature. Some games may launch but limit what you can do without a network. Check the game’s own offline or single-player guidance, and test it before you lose connectivity.

Quick checks if a game will not start offline
- It is a console-only version: Look for a PC edition or a participating Play Anywhere entitlement; a console license does not automatically establish PC access.
- It was never launched online: Reconnect, open the game, and allow its sign-in and license checks to finish before testing offline again.
- Offline permissions are not enabled: For ASUS’s ROG Ally setup, revisit Microsoft Store settings and check Offline Permissions.
- The license needs renewal: Reconnect the handheld and try launching the game online. Microsoft requires periodic license renewal but does not specify a single interval for all titles.
- The game depends on online services: A valid local install and license will not bypass a title’s server or multiplayer requirement.
- The game is being streamed: Cloud Gaming needs an internet connection; install the PC game locally if an offline-capable version is available to you.
- The device or game does not meet requirements: Check the Xbox app’s Windows version requirement and the individual game’s PC system requirements.
Can I play Xbox Game Pass games offline on a handheld?
Some compatible PC Game Pass games may be playable offline after they are downloaded and their licenses are prepared, but Game Pass does not make every title available offline.
