No—not in unmodded Fallout 4. A fusion core that has lost charge cannot be restored through a built-in station or perk; replace it with another core. Mods and Creations can add charging, but those are optional add-ons, not vanilla mechanics.
How to deal with a low or depleted fusion core
Swap it for another core in your inventory. Fusion cores power power armor and are also ammunition for the Gatling laser, so keep those uses in mind when deciding how to spend your supply. The Fallout Wiki’s Fallout 4 fusion-core reference describes core charge as something consumed through use; it does not document a built-in recharge method.

What Nuclear Physicist does—and does not do
The Nuclear Physicist perk slows the rate at which a core loses charge. It does not refill a partly used core or increase its maximum charge, so it extends use rather than making cores rechargeable.
How long a core lasts
The Fallout Wiki estimates roughly 20 minutes of real-time power-armor use per core at a jogging pace, or about 10 in-game hours. Treat that as an approximate gameplay estimate, not a guaranteed duration: sprinting, using V.A.T.S., holding breath with a scoped weapon, and using a jet pack drain charge faster. Walking uses less, and standing still does not drain charge, according to the same reference.

Can mods or Creations recharge cores?
Yes. Add-ons can change the answer, but their charging methods and compatibility depend on the specific content and platform. The available listings establish that charging features exist; they do not establish current compatibility for every platform or game version.

- Fusion Core Charger in Bethesda Creations describes a charger that slowly recharges the installed core.
Before installing either, check the listing for your platform, game version, and any stated requirements. If you want the original game rules, do not install a charging add-on.
