If you spare Flowey after the Neutral ending, he can give you a hint about the next step toward True Pacifist. Sparing him is not presented as a requirement for that route, and reaching a Neutral ending does not necessarily mean you must start over.
There are two encounters players often mean: Flowey’s appearance after sparing Toriel, and the conversation after a Neutral ending. The first may vary with playthrough history; the second is where players report receiving the True Pacifist hint.
What happens if you spare Flowey after the Neutral ending?
Players in a Steam Community discussion report that sparing Flowey at this point lets him tell you the next requirement for True Pacifist. Treat that as a useful direction, not as a separate route unlock: the discussion and a third-party True Pacifist route guide describe the route as depending on the friendship and Alphys-related events, rather than on sparing Flowey himself.
If you have already completed the Neutral ending, you can reload your save and backtrack to do the remaining events instead of replaying from the beginning. The Beat Cop guide, dated August 27, 2026, outlines befriending Papyrus and Undyne, completing the Alphys-related events, and accessing the True Lab after the Neutral ending.

What if Flowey does not appear after you spare Toriel?
A separate Steam Community thread discusses a particular Flowey line after sparing Toriel. Players report that it may depend on prior playthrough history, and that not seeing it does not by itself mean a Pacifist ending is unavailable. This is community-reported behavior, not an official rule established by the available sources.
Do not confuse that early encounter with Flowey’s post-Neutral conversation. Missing the Toriel-area line alone is not evidence that you have ruined the route; continue with the relevant friendship events and follow the post-Neutral route steps when available.

The available sources do not establish sparing Flowey as a True Pacifist gate. The practical benefit reported by players is the hint about what to do next. Route progress is associated with the other friendship events, Alphys-related steps, and access to the True Lab.
In short, spare him if you want the direction, but do not treat the choice as the condition that makes or breaks the route.
