No: the free PC copy of Watch Dogs 2 was a time-limited reward tied to Ubisoft Forward on July 12, 2020, not an ongoing offer. If you claimed it during the event, it may still be in the Ubisoft account you used; if you did not, treat the giveaway as over and check Ubisoft’s current product page for purchase availability.
Can you still claim the free PC copy?
Ubisoft’s July 6, 2020 event announcement told viewers to log in with a Uplay account “anytime after Trackmania and before the end of the main show” to claim a free PC copy. That instruction tied the claim to the broadcast window; it did not describe a standing free-to-play offer. Ubisoft Forward – Everything You Need To Know

Ubisoft’s July 13 recap directed people who still needed show rewards, including the game, to the Ubisoft Forward reward page for details. It did not say that claims would remain open indefinitely or provide a later closing date. That recap is not evidence that a new player can still redeem the promotion today. Ubisoft Forward July 2020 Recap
If you claimed it in 2020
Sign in to the Ubisoft account you used during the promotion and look for Watch Dogs 2 in your Ubisoft Connect PC library. The current Ubisoft product page says a Ubisoft account and Ubisoft Connect launcher are required to play the PC version, and that game content is added to the Ubisoft Connect PC library for download. The available sources do not establish whether a particular account received or still has the entitlement, so check the account itself.

If you did not claim it
Treat the 2020 giveaway as a past promotion. Ubisoft’s current Watch Dogs 2 product page lists PC support and presents Standard, Deluxe, and Gold digital editions for purchase. Availability and displayed prices can vary by region or change over time; the page is not a guarantee of a particular price.

The offer was a promotional PC copy claimed through an event-specific login window—not a permanent free PC edition. The 2020 instructions referred to a Uplay account; current PC access uses a Ubisoft account and the Ubisoft Connect launcher. Keep those time-specific instructions separate when checking an old claim against today’s library.
