Can your employer refuse your annual-leave request?
Yes, but only if the refusal is reasonable. The Fair Work Ombudsman says an employee must request annual leave before taking it, and an employer can refuse only when the refusal is reasonable. Annual leave is not a day off you can take unilaterally. What if November 19 is a public holiday where you work?
Public-holiday absence is separate from annual leave. Employees are generally entitled to be away from work on a public holiday, although an employer may make a reasonable request that they work. If a public holiday falls during a period of paid annual leave, that day is not counted as annual leave. The outcome depends on the relevant location and workplace arrangements; check the Fair Work Ombudsman’s public-holiday guidance and the calendar that applies where you work.
