No. An EA App copy of The Sims 4 cannot be transferred to Steam. To use Steam, you need to buy the game there separately; linking your EA and Steam accounts connects the accounts but does not move your EA App license.
What your EA App purchase lets you do
EA’s guidance is explicit: “If you buy a game through the EA app, you can’t transfer it to Steam.” That purchase must be played through the EA app. EA Help: Download and play games in the EA app.
There is no transfer step that converts the EA App entitlement into a Steam license. If you want the Steam storefront installation and launch path, you will need a separate Steam purchase.

What account linking does—and does not do
EA says to link your EA Account when you first play an EA game on Steam. Sign in to your EA Account, open Connected Accounts, choose Steam, then complete the Steam sign-in. This connects the accounts; it does not transfer an EA App purchase to Steam. EA Help: Link to an EA Account.

- When prompted during your first Steam launch of an EA game, sign in to the EA Account you intend to use.
- Open Connected Accounts, select Steam, and follow the prompts to sign in to Steam and complete linking.
Use the EA Account you want associated with Steam before linking. EA says Steam entitlements remain on the EA Account first linked to that Steam account. Will Steam still need the EA App?
Possibly. Buying on Steam changes the storefront purchase and launch path, but it does not guarantee that the EA App is absent. EA advises checking the game’s Steam store page for a third-party DRM notice to see whether EA App installation and background use are required. EA Help: Download and play games in the EA app.

What happens to Sims 4 packs?
Pack handling depends on where you bought the pack. EA says packs purchased in the EA App can be managed and downloaded there. Packs purchased with real money in The Sims 4 Marketplace should automatically download to the PC platform you play on, including the EA App, Steam, or Epic Games. That Marketplace guidance does not establish that existing EA App pack purchases transfer to Steam. Check the game’s EA library and Manage add-ons before changing platforms. Unlinking is not a way to move a purchase. EA warns that unlinking can affect access to game progress, DLC, expansions, memberships, rewards, and in-game purchases. Steam entitlements also remain on the EA Account first linked to that Steam account. Review EA’s current warning before unlinking or attempting to link a different account.
