If you mean The Division 2, no: Ubisoft does not support transferring a character or progression from a console account to PC. Its supported cross-progression applies to the listed PC storefronts, not consoles. The Division Resurgence has different rules: its mobile and PC versions share progression when you use the same Ubisoft Connect account.
Can you transfer a Division 2 character from console to PC?
No. Ubisoft’s cross-progression support page lists Epic, Luna, Ubisoft Connect PC, and Steam as supported platforms, and says cross-progression with other consoles is not supported. A console character therefore will not carry over to PC through Ubisoft’s supported feature.
Using or linking the same Ubisoft account does not override that platform restriction. Ubisoft describes account linking as a way to use cross-play and cross-progression where a particular game and platform support them; linking alone does not create a transfer option.
Moving between supported PC storefronts
The Division 2 supports cross-progression among Epic, Luna, Ubisoft Connect PC, and Steam. That is a PC storefront pathway, not a console-to-PC transfer. Check Ubisoft’s current platform list before moving between versions.

What if you mean The Division Resurgence?

Switching from mobile to the Steam version
- On your mobile device, sign into Ubisoft Connect with the account tied to your Resurgence progress.
- Launch the PC version through Steam and sign into Ubisoft Connect using that same account.
- Continue with the account whose mobile progression you want to use.
Ubisoft’s Steam instructions specifically advise mobile-first players to sign in on mobile before launching the PC version through Steam.

Should you unlink and relink accounts to make a transfer work?
No. Unlinking does not add unsupported cross-progression. Ubisoft warns that unlinking and relinking external accounts can have permanent effects and may limit which account can be linked again. Use the account-linking steps only for a feature the game supports, and avoid changing links as a workaround for a Division 2 console-to-PC transfer.

This answer does not establish the current console-to-PC transfer rules for the original The Division. Do not assume that its rules match The Division 2 or The Division Resurgence; check Ubisoft support for that specific game and platform combination.
