No. Mining a regular Block of Amethyst does not produce amethyst shards. Shards come from fully grown Amethyst Clusters, which grow from Budding Amethyst inside a geode. Budding Amethyst cannot be collected in ordinary play, so the practical method is to leave it in place and harvest the clusters it produces.
Which amethyst block you are holding
Players often use “amethyst block” for three different blocks. Only one of them is the source of shards, so it helps to identify each one before deciding what to do with it.
Block of Amethyst
This is a solid, decorative block found in geodes. It is a separate block from Budding Amethyst and from the cluster. Mining it does not yield shards. Official Minecraft materials describe shard drops only in connection with fully grown clusters.
Budding Amethyst
Budding Amethyst is the growth source inside a geode. Clusters grow from it over time. It is not something you can take home and reuse. Minecraft’s official feature article says budding blocks are destroyed when broken or moved, and that this holds even with Silk Touch. The developers confined cluster growth to this block for a specific reason, described below.

Amethyst Cluster
The cluster is the final growth stage. It is the block that produces shards. Once a cluster is fully grown, mining it with a pickaxe is the standard way to collect them.
Why the design works this way
The official feature article gives the developers’ reasoning in a statement attributed to the Minecraft development team. The retrieved passage does not name an individual speaker, so treat it as the studio’s position rather than a quote from a named person:

How to collect amethyst shards
- Find an amethyst geode and identify the Budding Amethyst blocks, which look different from the solid Block of Amethyst and from clusters.
- Leave the Budding Amethyst blocks intact. Ordinary mining cannot move them, and Silk Touch does not change that.
- Wait for buds to grow through their stages until they become full clusters. Growth depends on the Budding Amethyst, so the clusters remain attached to the geode’s source block.
- Mine a fully grown cluster with a pickaxe to collect shards. Fortune increases the yield from this step.
