No. Fortune does not increase the number of books a bookshelf drops. Break a normal bookshelf for three books, or use Silk Touch if you want to collect the bookshelf block intact.
What does a bookshelf drop?
A normal bookshelf drops three books when broken, and Fortune does not add to that fixed drop. The Minecraft Wiki’s bookshelf entry identifies the three-book drop and Silk Touch as the way to obtain the block itself.
An axe is the fastest tool for breaking a bookshelf, but that speed advantage does not make Fortune useful for its drops. The enchantment can affect some block drops; it does not change every block’s drop behavior.
Which tool should you use?
| Your goal | What to use | What you get |
|---|---|---|
| Collect books | Break the bookshelf; an axe is the fastest tool. | Three books. Fortune does not increase the amount. |
| Keep the bookshelf as a block | Use Silk Touch. | The bookshelf block, rather than its book drops. |
Can an axe have Fortune?
Yes. Microsoft’s Bedrock stable enchantment reference lists Fortune for axes, as well as pickaxes, shovels, and hoes. It describes Fortune as increasing the amount of blocks dropped, but that broad description does not mean it changes a bookshelf’s three-book drop. The same reference lists Silk Touch for those tools and says mined blocks drop as blocks.

Does edition or version change the answer?
The official enchantment reference cited here is for Bedrock stable, and the bookshelf drop details are from the Minecraft Wiki. The sources establish the practical distinction—Fortune does not improve the bookshelf’s book yield, while Silk Touch is used to preserve the block—but do not establish every edition’s historical behavior. This answer does not cover mods or custom servers, which may change drops.
