There’s no Xbox cheat-console method documented in the available guides for Fallout: New Vegas. The familiar commands you may see online are for PC: they require opening a keyboard console with the backquote/tilde key, and the guide does not give an Xbox controller equivalent.
Why PC cheat commands don’t work as Xbox instructions
PC Gamer’s Fallout: New Vegas console-command guide explains how to open the console using the backquote/tilde key, then enter commands. That is a keyboard procedure. It does not describe a way to open the console with an Xbox controller.
The sources available for this answer do not document a built-in Xbox cheat console or a supported cheat-menu workaround. That is a limit of the documented instructions, not proof that no unofficial workaround has ever existed. Don’t rely on button combinations or devices unless you can verify them for your specific Xbox version.
What to know about achievements
Bethesda’s warning about console commands enabling Developer Mode and flagging saves applies to Fallout 4, not Fallout: New Vegas. It does not establish what happens to achievements when playing New Vegas on Xbox. Read Bethesda’s warning in its Fallout 4 context; don’t treat it as a New Vegas rule.

Bethesda also has a general Xbox achievement troubleshooting page. It is not guidance about New Vegas cheats or their effect on achievements.

The Xbox Store listing for Fallout: New Vegas identifies Xbox One and Xbox Series X|S. Microsoft’s backward-compatibility information covers selected older titles, so use the game’s own listing to confirm its platform availability rather than assuming every earlier-generation game works on every newer console. Store availability and cloud-play details can change.
