Usually not on a standard server. Create is a Minecraft mod for Forge and NeoForge, with a separately ported project for Fabric. Bukkit and Paper plugins are built for a different server API and loader, so a normal Forge, NeoForge, or Fabric Create server will not load plugin JARs as if it were Paper.

You can still run administration, permissions, claims, logging, and moderation tools alongside Create, but they need to target the same loader as your server. Hybrid software that advertises both Forge and Bukkit/Paper support exists, yet its own compatibility warnings and the documentation for major projects make it an experimental choice rather than a reliable universal solution.

The word plugin covers two different technologies. A Bukkit, Spigot, or Paper plugin calls the Bukkit/Paper server API. A Forge, NeoForge, or Fabric mod is loaded by that ecosystem’s mod loader and usually changes game code, registers content, or hooks into loader-specific events. Both may be distributed as Java JAR files, but the file extension does not make them interchangeable.
Create itself is not a Paper plugin. Its project listing states that the relevant build runs on Forge and NeoForge and points to a separately ported project for the Fabric ecosystem. Your server software therefore determines what other software can be loaded. A Paper server can load Paper plugins, while a Forge or NeoForge server loads Forge/NeoForge mods. A Fabric server loads Fabric mods and their dependencies.

That distinction also affects players. Many Create features add blocks, items, entities, recipes, or rendering code. If the particular Create build requires client-side components, every player must install the matching client mod set in addition to the server files. A server-side administration mod may not require a client installation, but its project documentation must say so; never assume that every mod is server-only.

The Minecraft version is part of every row in that table. A Create file for one Minecraft release is not automatically valid on another release, even when the loader name is the same. Select the Minecraft version and the exact Create build before choosing server software.
Why a Paper plugin JAR does not work on Forge or NeoForge
Paper’s installation documentation distinguishes a plugin from a mod explicitly: a downloaded JAR can be a Forge, Fabric, or similar mod rather than a valid Paper plugin. Paper places plugins in the plugins folder and passes them through its plugin loader. Forge and NeoForge start a different loader, with different lifecycle events, registries, mappings, and dependency rules.
Copying a plugin into a Forge server’s mods folder does not convert it into a mod. The reverse is also true: placing Create in Paper’s plugins folder does not make Paper understand Create’s mod metadata. Typical results are an ignored file, a startup error that identifies the wrong loader, or a server that starts without the expected feature.

Even if a project happens to use a common library, that does not establish compatibility. A plugin expecting Bukkit’s world, command, permission, and event abstractions cannot assume that Forge or Fabric exposes the same behavior. Compatibility has to be implemented by a dedicated port or bridge, not inferred from the fact that both systems run on Java.
How to build a supported Create server
Forge or NeoForge procedure
- Choose the Minecraft release. Record the exact release you intend to run. Do not begin by downloading a random Create file.
- Choose the matching loader. Use the Forge or NeoForge version named by the Create build. A loader update can require a different mod build.
- Install the server distribution. Run the loader’s installer or server setup, accept the EULA as required by Minecraft, and start the server once so it creates its directories.
- Install Create and dependencies. Put the matching mod files in
mods. Keep a copy of the download names and versions so an update can be reproduced. - Test a clean launch. Start the server with no optional administration additions. Confirm that the console reaches a ready state and that a test player can join.
- Add loader-native administration tools. For permissions, claims, moderation, logging, or backups, select Forge- or NeoForge-targeted projects. Check whether each one is server-side or must also be installed by clients.
- Make a client pack. Give players the same Create version and every required client dependency. Mismatched registries commonly prevent joining or cause missing content.
- Back up before content changes. Stop the server cleanly, copy the world, and test updates on that copy before changing the live instance.
Fabric procedure
- Pick the Fabric-compatible Create port. It is a separate project, not the Forge/NeoForge file renamed or reconfigured.
- Install the exact Fabric Loader and required libraries. Follow the port’s dependency list for the chosen Minecraft version.
- Launch with only Create and its dependencies first. This isolates loader problems before you add administration features.
- Use native Fabric server-side mods. Select projects that explicitly provide permissions, claims, moderation, logging, or administration for Fabric.
- Distribute the required client files. Some Fabric mods are server-only; others alter registries or gameplay and must be present on clients. The individual project documentation controls this requirement.
Can Essentials-style commands or WorldGuard-style protection run with Create?
The name of a feature does not determine compatibility. A command, permission, or protection project must target your server’s loader. A Bukkit/Paper build of an administration or protection tool cannot be expected to run on an ordinary Forge, NeoForge, or Fabric server merely because it offers familiar commands.

- Whether it is a Forge, NeoForge, or Fabric project rather than a Bukkit/Paper download.
- Whether it supports the same Minecraft release and the specific Create build you selected.
- Whether it runs entirely on the server or requires a client mod.
- Whether its maintainer documents coexistence with other mods that change worlds, chunks, entities, or permissions.
If no native alternative offers the feature you need, you must choose between changing server software and accepting a bridge’s limitations. There is no general setting that makes every Paper plugin available on a modded server.

What Fabric’s official guidance says about Bukkit compatibility
Fabric’s official FAQ answers whether Fabric can run together with Bukkit, Spigot, Paper, or Sponge with “No, and it is unlikely to be officially supported.” That is a statement about the platform’s interoperability, not a claim that no individual experiment can ever start.
The same FAQ identifies Cardboard as an unofficial attempt to run Bukkit-style plugins on Fabric. It warns that Cardboard is incompatible with many mods and does not implement the complete Bukkit/Spigot/Paper API. Treat it as an experiment for a disposable test server, not as a compatibility guarantee for a production Create world. A plugin may load while still failing on commands, events, permissions, protection hooks, or edge cases that depend on API behavior Cardboard does not provide.
Are Forge-Bukkit hybrids a solution?
Hybrid distributions try to expose a mod loader and a Bukkit-compatible API in one server process. They can be useful for a narrowly tested combination, but they add another compatibility layer between the game, mods, and plugins.
Velocity’s official compatibility documentation says it does not support Forge-Bukkit hybrids, noting that they have caused issues and that the Bukkit API does not provide a sensible model for mod support. This warning is especially relevant when a proxy, multiple server instances, or cross-server player data is involved.

If you evaluate a hybrid anyway, treat it as a separate software product:

- Read the hybrid’s supported Minecraft, Forge, NeoForge, and Bukkit/Paper versions.
- Check each Create dependency and each plugin against that exact build.
- Test world generation, contraptions, chunk loading, redstone, entities, commands, permissions, and player login.
- Test backups and restoration, not just a successful startup.
- Keep the live world on the native loader until the hybrid survives a realistic trial.
A hybrid that starts successfully has not proved that every plugin event and every Create machine behaves correctly. Mod updates can also invalidate a previously working combination.

Common failure symptoms and fixes
The server says the mod is for the wrong loader
Remove the file and download the Create build for the loader you actually installed. Do not try to repair a Forge file by changing its filename or putting it in a different directory.
The plugin is ignored or never appears in commands
That is expected when a Bukkit/Paper JAR is placed on a normal Forge, NeoForge, or Fabric server. Replace it with a native mod for your loader or move the workload to a separate Paper server.

Players cannot join after Create is installed
Compare the Minecraft version, loader version, Create version, and dependency list on the server and every client. A client may need the same content-changing mods even when the administration mod itself is server-only.

Check whether the bridge implements the API calls that project uses. The Fabric FAQ specifically warns that the unofficial Cardboard approach does not support the complete Bukkit/Spigot/Paper API. Remove one integration at a time on a copy of the world to identify the failing hook.
An update breaks a previously working hybrid
Restore the pre-update backup, record the last known-good versions, and test the new combination outside production. Update the loader, Create, bridge, and plugins as a controlled set rather than changing several variables at once.
World portability and long-term maintenance
World files are not a universal compatibility layer. A world containing Create blocks, contraptions, entities, or custom data may not open safely on a server that lacks the same mod and version. Moving from Forge to NeoForge, Fabric, a hybrid, or Paper can therefore require more than copying the world directory.
Keep a documented version manifest containing Minecraft, loader, Create, dependencies, administration mods, and client-pack versions. Make backups before loader changes, and test a restored backup rather than assuming that a copied folder is usable. If you split duties between a modded server and a Paper server, plan how players, inventories, permissions, and protected areas will be handled; those systems are not automatically shared between independent servers.
A practical decision checklist
- Is Create mandatory, or would a Paper-only building solution meet the goal?
- Which Minecraft release and Create build are required?
- Does that build target Forge, NeoForge, or the separate Fabric port?
- Can every desired administration feature be replaced by a native mod?
- Which files must players install, and how will you distribute them?
- Are you willing to test a hybrid on a disposable world and accept unsupported behavior?
- Do you have a rollback, backup, and version manifest before changing the live server?
For most communities, the dependable path is to choose Create first, run its supported loader, and add loader-specific administration tools. Use Paper plugins only on a Paper server, and consider bridges or hybrids only when a particular, tested combination is worth their maintenance and compatibility risk.
