Usually, no. Capcom’s RE ENGINE is a proprietary in-house game engine, not a generally available download or a standard license for independent developers. Capcom has opened access in specific education programs, but those examples do not establish an ongoing public route. If your goal is to make a game, you can instead consider a publicly documented engine such as Unreal Engine; it is a separate product and does not include Capcom’s tools.
What RE ENGINE is
Capcom describes RE ENGINE as its in-house engine for developing games across multiple platforms. The company developed it around its own workflow, spanning rendering, editing, playtesting, and quality control. Capcom says the name “RE” stands for “Reach for the Moon” and traces the engine’s development to work on Resident Evil 7 biohazard, released in 2017. Capcom’s 2025 Integrated Report also says the company is developing REX (RE neXt Engine) as a stepwise evolution, rather than a complete replacement for RE ENGINE.
Can you download or license RE ENGINE?
Capcom’s published examples of outside access are limited to programs it organized for specific student groups. The reviewed announcements do not describe a public download, a standard license for indie developers, or a way to publish an unrelated commercial game with RE ENGINE. That means an individual developer should not assume they can obtain or use it simply by signing up or paying a license fee.
Kindai University course
On August 19, 2024, Capcom announced a practical RE ENGINE course for eligible students in Kindai University’s Faculty of Informatics. The planned course ran from August 26 to September 6, 2024, was intended for 30 students, and used AWS cloud services. Capcom called this the first time it would make the engine publicly available, referring to that course setting—not a general release for anyone to download. Read Capcom’s course announcement.

Capcom Games Competition
Capcom also announced a student competition in Japan, with development in a cloud environment and support from Capcom developers. The announcement described eligibility for people aged 18 or older enrolled at a university, graduate school, or vocational school in Japan. Teams could include up to 20 people and had a stated six-month development period. The planned application window was December 9, 2024, through January 17, 2025. What to use if you want to make your own game
Unreal Engine is one alternative with public game-development resources, including learning samples, documentation, and licensing information on Epic Games’ game-development page. It is not equivalent to RE ENGINE and does not provide Capcom’s proprietary tools. Whether it suits your project depends on your technical needs, workflow, and licensing requirements.

Epic’s page, accessed October 3, 2026, says game developers can use Unreal Engine without charge before the stated $1 million gross product revenue threshold; royalties apply beyond that threshold to games or applications using engine code at runtime and licensed to third-party end users. The page also describes seat-based fees for certain other commercial uses above $1 million in annual gross revenue. Licensing terms can change, so check Epic’s current terms before making a project or business decision.

- Access: RE ENGINE access in the cited examples depended on participation in Capcom-run education programs. Unreal Engine has public learning and licensing pages.
- Learning support: The Capcom announcements describe instruction or developer support within their programs. Epic lists samples and documentation for Unreal Engine.
- Publishing: The cited Capcom announcements do not set out a standard independent publishing license. Epic publishes licensing terms for Unreal Engine; review the current terms for your intended project.
- Project fit: Compare each engine’s workflow and capabilities against your game’s requirements. The available information does not support a universal recommendation for every developer.
