No. In Survival, a Silk Touch pickaxe will not make a normal Minecraft spawner drop as an item. A pickaxe breaks it and it yields experience orbs instead. Trial Spawners are a separate block, but they also do not drop when mined with Silk Touch.
What happens when you mine a normal spawner?
A pickaxe breaks a normal spawner, but the block itself is not collected; it yields experience orbs. Mojang’s official spawner explanation says you cannot obtain one with a Silk Touch pick. The rule is specific to spawners, so the enchantment’s general ability to preserve certain block drops does not apply here.
There is no pickaxe material or Silk Touch level that changes this Survival result. A Silk Touch tool is therefore not a way to move a naturally generated spawner.
Does the rule also apply to Trial Spawners?
Yes. Trial Spawners, introduced as a distinct block variant, also will not drop when mined with Silk Touch. The official Java 1.21 release notes and Bedrock 1.21 release notes both state this explicitly. They describe Trial Spawners as very slow to mine and resistant to explosions, but neither property makes one collectible in Survival.

How can you get or configure a normal spawner?
Mojang identifies Creative mode in Bedrock Edition and the /give command in Java Edition as ways to create a normal spawner. These are creation options, not methods for collecting a naturally generated spawner in Survival. After placing a spawner, a spawn egg can set its mob type.
That distinction matters: a spawn egg configures a placed spawner; it does not turn a mined spawner into an item or provide a Survival replacement.

Silk Touch generally changes the drops of some blocks. Microsoft Learn’s Bedrock enchantment documentation lists pickaxes, shovels, axes, and hoes as eligible tools and describes that broad behavior. But the general description is not an exception to the spawner-specific rule: Mojang says a normal spawner cannot be obtained with a Silk Touch pick, and the 1.21 notes say the same for Trial Spawners.
