The file commonly appears in metadata as version 8.0.0.0, with a size of about 0.7 MB, but those details are not a guarantee for every legitimate build. The exact runtime must match the application that requests it.
What causes the error
The error does not always mean that the named file alone is missing. Windows can report a DLL as “not found” when the file exists but one of its own dependencies cannot load.

The likely causes are:
- The application was incompletely installed.
- The local copy of
cc3280mt.dllwas deleted or damaged. - Antivirus software quarantined the file.
- The program was moved or copied without its complete folder.
- A 32-bit program was given an incompatible replacement.
- The application expects a different Borland runtime version.
- A dependent Borland DLL, VCL package, or memory manager is missing.
- An update, failed uninstall, disk problem, or malware damaged the application.
- Less commonly, Windows itself has broader component corruption.

Fix 1: Identify and repair the affected application
Start here. A Borland runtime belongs with the application that needs it, so repairing that application is more reliable than replacing an individual file.
Find the program
- Read the full error dialog and note the executable name, if shown.
- Check which shortcut you used.
- Right-click the shortcut and select Properties.
- Read the path in Target or Start in.
- If the program was launched by a game or software launcher, open that launcher and identify the title being started.
- Open Event Viewer if the dialog does not identify the program:
- Press
Win+X. - Select Event Viewer.
- Open Windows Logs > Application.
- Look for an error at the time of the failed launch.
- Check Faulting application name and Faulting module name.
Do not assume that the program is Borland Developer Studio itself. Public metadata associates the file with Borland Developer Studio, but the application requesting it may have been built with that toolchain and distributed separately.
Use Windows repair
On Windows 11:
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the affected program.
- Select the three-dot menu.
- Choose Advanced options.
- Select Repair, if available.
- Start the program again.
On Windows 10:
- Open Start > Settings.
- Select Apps > Apps & features.
- Select the affected program.
- Choose Advanced options.
- Select Repair, if available.
- Test the program again.
Not every desktop application provides these controls. For classic software, use:
- Open Control Panel.
- Select Programs > Programs and Features.
- Right-click the affected program.
- Choose Repair or Change.
- Follow the installer prompts.
- Restart Windows if the installer requests it.
A successful repair normally lets the original program open without the missing-file dialog. If the same message returns, continue with a full reinstall.
Fix 2: Reinstall from the original installer
If Repair is unavailable or does not restore the runtime, reinstall the complete application.
- Back up the program’s saved projects, profiles, and configuration files if they are stored inside its installation folder.
- Uninstall the affected application from Settings > Apps or Control Panel > Programs and Features.
- Restart Windows.
- Run the original installer as an administrator:
- Right-click the installer.
- Select Show more options, if needed.
- Choose Run as administrator.
- Install the application to its intended folder.
- Launch it from its newly created shortcut.
For a game or launcher-based application, open its settings and look for Verify files, Repair, or Verify integrity of files. These options can replace deleted local files without requiring a separate DLL download.
If the application vendor supplied a Borland or CodeGear runtime redistributable with the product, use that exact package. Do not substitute a similarly named runtime from another application or C++Builder generation.
The correct installation generally places application-specific runtime files beside the program executable or in another folder selected by the vendor. Windows searches the executable’s directory during normal DLL loading, which is why application-local deployment is preferable to a system-wide copy.

Fix 3: Check Windows Security quarantine
Security software may remove or quarantine an old runtime, particularly when the application is obsolete or the file has an unusual reputation.
- Open Start.
- Search for Windows Security and open it.
- Select Virus & threat protection.
- Under Current threats, select Protection history.
- Review entries created when the application stopped working.
- Expand an entry that refers to the application or its installation folder.
Restore or allow the file only when all of these are true:
- You recognize the application.
- The file came from the original installer or a trusted publisher.
- The file belongs in that application’s folder.
- The installer and application have not been tampered with.
- You have checked the result with current security software.
Microsoft warns that restoring a genuinely malicious file can expose the device. If quarantine removed the file, reinstalling the application from a trusted installer is usually safer than restoring an isolated DLL.

If Windows Security immediately quarantines the replacement, do not repeatedly restore it. Scan the installer, confirm its source, and investigate whether the application itself has been compromised.
Fix 4: Check the 32-bit architecture and runtime match
The commonly identified cc3280mt.dll is a 32-bit x86 runtime. A 64-bit edition of Windows can run many 32-bit applications, but a 64-bit DLL is not an interchangeable replacement.
Keep these points in mind:
- A 32-bit application needs the matching 32-bit runtime.
- A different Borland or CodeGear toolchain may use a different runtime filename.
- A file with the same name can still be the wrong build.
- Version
8.0.0.0and an approximate size of0.7 MBdescribe commonly reported metadata, not every valid copy. - Copying a 64-bit file into a 32-bit application folder will not solve the problem.
Check the application executable rather than guessing from the operating system edition. Right-click the application, open Properties, and review the Details tab for available product information. If the program is old, its documentation or original installer may be the only reliable way to determine which runtime it requires.
If the file exists beside the executable but the error remains, reinstall the application anyway. The message may indicate a missing dependency of cc3280mt.dll, not a missing copy of the named file.

Portable applications and programs copied from another computer can fail when only the executable is moved.
Check the folder containing the program:
- Right-click the application shortcut.
- Select Properties.
- Note the folder shown in Target.
- Open that folder in File Explorer.
- Confirm that the application’s other files and subfolders are present.
- If the folder was moved, restore it to its original location.
- If it was copied from another computer, copy the complete application directory again or reinstall it.
Do not copy only cc3280mt.dll from an unrelated installation. The application may also need Borland packages, VCL files, borlndmm.dll, configuration files, or other private dependencies.

If the program was stored on removable media or a network share, reinstall it locally using its official installer. Permissions, disconnected paths, and incomplete copies can all produce misleading module-loading errors.
Fix 6: Check drivers and Windows Features only when the symptoms point there
cc3280mt.dll is not a device driver, and installing a graphics, printer, or chipset driver will not normally replace it. Driver work is relevant only if the failure began after a hardware change, Windows update, device installation, or a broader application crash.

Win+X. - Select Device Manager.
- Expand the category related to the affected program, such as Display adapters, Sound, video and game controllers, or Printers.
- Right-click the device.
- Select Properties.
- Review the Device status message under General.
- Open the Driver tab.
- Use Update Driver or Roll Back Driver only when the timing and device symptoms support it.
Do not remove a working driver merely because a legacy application reports cc3280mt.dll.
If the application requires an optional Windows component, inspect:
- Open Start and search for Turn Windows features on or off.
- Open the matching Control Panel result.
- Review only features named in the application’s documentation.
- Select the required feature.
- Choose OK and restart if prompted.

Fix 7: Use DISM and SFC only for broader Windows corruption
System File Checker and Deployment Image Servicing and Management repair protected Windows components. They do not normally recreate a third-party Borland DLL.
Use them when other Windows features are also failing, files are corrupted across the system, or Windows repair symptoms accompany the application error.
- Open Start.
- Search for Command Prompt.
- Right-click it.
- Select Run as administrator.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the application again.
Microsoft recommends running DISM before SFC. If both commands report repairs but the application still says cc3280mt.dll is missing, return to the application repair or reinstall steps. That result is expected when the missing file is third-party.
Repeatedly running SFC and DISM without identifying the affected program will not supply the correct Borland runtime.

When manually checking Windows components, the commands can take time and may leave you guessing whether the application or Windows changed. If the program worked until a recent update, failed uninstall, disk problem, or software installation, System Restore may reverse the change.
- Press
Win+R. - Type:
rstrui.exe
- Press Enter.
- Choose a restore point created before the error began.
- Review the affected programs.
- Start the restore process.
- Restart Windows when prompted.
- Test the application.
System Restore can roll back system files, registry settings, and installed programs without removing personal files. It does not replace the need for a trusted application installer, so reinstall the affected program if the DLL remains missing.
Do not copy this DLL into System32
Putting cc3280mt.dll in C:WindowsSystem32 is usually the wrong repair.

- The file may depend on other missing files.
- A 32-bit application may load a different path than expected.
- A system-wide copy can conflict with another legacy application.
- An untrusted DLL in a searched folder increases binary-planting and DLL-hijacking risk.
Do not copy it into both System32 and SysWOW64. Do not replace an existing system DLL. The safest location is the application directory when the official installer places it there.
Do not use regsvr32 for this runtime
regsvr32 is intended for DLLs that provide a registration entry point such as DllRegisterServer, commonly used by COM or ActiveX components. A C++ runtime library is not normally a self-registering COM server.
Running commands such as these is therefore not a routine fix:
regsvr32 cc3280mt.dll
If the command reports that the entry point is missing, that does not mean the DLL needs another version of regsvr32. It means registration is not the appropriate operation. Repair the owning application instead.
If the original software is abandoned
When the publisher no longer distributes the program, avoid unverified DLL copies. Safer options include:
- A preserved installer held by a legitimate license holder.
- The publisher’s archived support channel.
- Original installation media.
- A complete backup of the application folder from the same installation.
- A controlled compatible environment for legacy software.
Before using an archived installer, scan it and confirm that it belongs to the application you are repairing. If the program starts but later reports another missing file, inspect the full dependency chain rather than downloading files one at a time.

The failure may involve a missing Borland package, borlndmm.dll, VCL or BPL files, permissions, or incompatibility with modern Windows. In that situation, cc3280mt.dll is only the first dependency Windows reported.
